General planning services for the upgrading of the office building Premnitzer Strasse 4, Berlin-Marzahn

The office service building at Premnitzer Strasse 4 has been empty for over 5 years and is now to be modernized and repaired for use by the authorities. The building is to serve as alternative accommodation for the employees of the Marzahn-Hellersdorf building authority during the renovation work at the current location at Rathaus Marzahn / Helene-Weigel-Platz.

It is a seven-story prefabricated building with a central staircase and an outside staircase as a second escape route.

The year of construction was in the late 1980s. The building was originally used as an apprentice dormitory. After years of vacancy, there is now a high need for renovation and maintenance.

The intention is to commission a suitable service provider with the general planning services for the renovation and repair of the office service building at Premnitzer Strasse 4. As a result of years of vacancy, there is a high need for renovation and maintenance. The services include building project planning according to Section 34 HOAI with service phases 1 to 9, structural planning according to § 51 HOAI with the service phases 1 to 6 and technical equipment acc. Section 55 HOAI with system groups 1 to 6 in service phases 1 to 8 and other specialist planner services. The performance phases should be ordered in whole or in part as required. Basic and special services must be performed.

The office building at Premnitzer Straße 4 will temporarily serve as alternative accommodation for the employees of the building authority. As the renovation work at the Marzahn-Hellersdorf town hall can only be started after the employees have moved, rapid planning and implementation is desirable.

A refurbishment should only create the necessary conditions so that it can be used. Among other things, accessibility is to be established. For this purpose, an extension with disabled toilet and elevator is planned. The existing elevator is not reactivated. The partition walls of the building are load-bearing and should be preserved.

A separate outdoor system planning should not be commissioned. The building regulations must also meet the building law requirements in connection with building construction (ramps, bicycle parking spaces, etc.).

An inventory of the technical equipment is currently not available, the technology and heating must be completely gutted by the TGA planner.

The structural planning is to be carried out proportionately for the elevator installation according to § 51 HOAI, for the existing building structural solutions for breakthroughs in AW, IW and ceilings are to be developed, including the creation of verifiable structural evidence as well as coordination with the test statistician and determination of structural details.

Other services to be performed include:

- pollution and waste management;

- Fire protection report including creation of escape and rescue plans, fire brigade plans and fire protection regulations;

- SiGeKo;

- room acoustics;

- Thermal insulation and energy balance, EnEV certificates;

- Building site survey.

The cost of the renovation is roughly EUR 4.8 million according to the rough cost estimate (tested needs program).
