The contract governed by these special administrative clauses is a project management contract within the meaning of Articles L. 2431-2 of the French Public Procurement Code for the creation of a high-pressure cross-border heating network between the BSW steelworks, a

interconnection point with the Kehl heating network and the boiler room of the "Strasbourg-Centre énergies" heating network (located on the esplanade, Starlette district), for which the Eurometropolis of Strasbourg is the concession authority.
