The object of the procurement is winter maintenance work, including the ploughing of urban streets, pedestrian and bicycle routes and yards of city-owned properties, maintenance of school skating rinks, removal of dirt and sanding of streets, pedestrian and bicycle routes and yards.
The procurement is divided into sub-areas as follows:

N.B! During the contract period, operations in some schools may end, in which case the service will no longer be ordered to the fields of those schools. The client estimates that the number of schools may decrease by 1-4 during the contract period.

Tenderers may submit tenders for one or more areas of their choice.
The tenderer shall indicate in its tender the priority given to the areas it offers and the number of areas it can undertake. Priority is applied in situations where a tenderer has submitted a tender for several areas but is unable to manage all of them in terms of resources. In this case, the bidder may be selected for the area that wins, but in the other areas, the next bidder will be selected. A tenderer may also be selected as a primary supplier in some areas and as a secondary supplier in others, if the tenderer has stated in its tender that it is able to handle several areas in terms of resources.
Example: The bidder submits the offer to Subdivision 1 as priority 1 and Subdivision 2 as priority 2. On behalf of resources, only one subdivision can be handled by the provider. The bidder's offer is cheapest in both aspects. Based on the order of preference, the bidder will be selected in Subdivision 1. Subdivision 2 is chosen as the second cheapest bid submitted.
A framework agreement shall be established for each component. For areas 1–9, one service provider and one deputy service provider shall be selected for each framework agreement. For lot 10, three service providers will be selected for the framework agreement.
The client's goal is for the contract period to begin on 1.10.2023. The contract period is three years. The subscriber may, by written notice, extend the validity of the framework contract once, for a period of one year.
