The contracting authority is not obliged to procure a specific amount of patient transport services, and the contract is subject to variations in line with the contracting authority's activity and organisational conditions, as well as the availability of scheduled transport.

The contracting authority also reserves the right to outsource parts of the transport services, such as permanent routes, a series of trips, and individual trips. The contracting authority can also establish separate transport systems.

The contracting authority's goal is to facilitate increased collaboration within the contract, including measures like the establishment of permanent routes and coordinated patient transport services across municipality borders and tender areas, for example, by the use of vehicles from other contract suppliers, which, instead of being on stand-by, can be used for transport assignments in and starting in Trondheim Municipality.

The contracting authority also reserves the right to outsource new transport systems. The total value of the outsourcing and separate transport assignments must not exceed 10 % of the estimated annual contact value.
