1. The subject of the contract is "Collection of export, recovery and disposal of sewage sludge, sand and slats". 2. The Contracting Authority allows the possibility of submitting partial tenders for individual tasks: A. TASK NO. 1 SEWAGE SLUDGE – COLLECTION, EXPORT, RECOVERY OR DISPOSAL OF WASTE B. TASK NO. 2 SAND AND GRATES – COLLECTION, EXPORT, RECOVERY OR DISPOSAL OF WASTE 3. Detailed provisions regarding the implementation of the subject of the contract are specified in Chapter IV of the Specification of the Terms of The Contract and model contracts, constituting Annex 8 to the SWZ.
TASK 1 SEWAGE SLUDGE — COLLECTION, EXPORT, RECOVERY OR DISPOSAL OF WASTE1) The subject of the contract is the collection, transport and recovery by composting (recovery process – R3) of stabilized municipal sewage sludge approx. 20% s. m. dehydrated on a decanter centrifuge (waste code: 19 08 05) from the sewage treatment plant in Muszyna. 2) At the time of receipt by its own means of transport, the Contractor becomes their owner and assumes full responsibility for the manner of their further management, including transport and processing, which should be in accordance with the permits held, including the decision allowing to conduct activities in the field of collection, transport, recovery and disposal of waste with codes 19 08 05. The order must be carried out in accordance with the provisions of the Act of 14 December 2012 on waste and implementing acts. 3) The Ordering Party estimates that in 2023 there will be about 500 Mg of municipal sewage sludge to be collected. 4) During the period of implementation of the subject of the contract, the Contractor is obliged to: a) provide its own transport for the collection of municipal sewage sludge in accordance with the permit, b) collect the sludge with its own containers (KP30), from the sewage treatment plant in Muszyna. 5) The Contractor's duties include ensuring: a) receipt of stabilized sewage sludge from the treatment plant within 48 hours from the date of notification, b) permanent and legible marking of cars, in a visible place, company name and address data and telephone number of the Contractor; (c) protection against uncontrolled escape of waste during storage, handling and transport; d) vehicle construction, which will protect the transported waste against dissolution and spraying and minimize the impact of atmospheric factors on waste, in accordance with applicable law. 6) As part of the performance of this contract, the Ordering Party provides for the possibility of exercising the right of option referred to in Article 441(1) of the Public Procurement Law, to the extent of which the Ordering Party envisages increasing the provision of the service of collection, export and recovery of waste in the amount of not more than 30% of the basic order covered by this task. 7) Both regarding the scope of the basic order and the scope of the optional order, the Ordering Party reserves the right to order services to a greater or lesser extent, as well as to increase or decrease the quantity and change the type of services depending on the needs of the Ordering Party (in relation to the quantities specified in the price form) as part of the contractual remuneration. In the context of the basic scope of the contract, the Contracting Authority guarantees the performance of 50% of the value of this scope of the contract.
TASK 2 SAND AND GRATINGS — COLLECTION, EXPORT, RECOVERY OR DISPOSAL OF WASTE1) The subject of the contract includes the provision of a service of receipt, export and disposal of waste with codes, in accordance with the Regulation of the Minister of Climate of 2 January 2020 on the waste catalog, i.e.: skratek 19-08-01 in the amount of: a) 26 Mg (tons) coming from the sewage treatment plant in Muszyna b) 10 Mg (tons) coming from the sewage treatment plant in Andrzejówka c) 10 Mg tons) coming from the sewage treatment plant in Żegiestów and the content of sandboxes 19-08-02 in the amount of: a) 16 Mg (tons) coming from the sewage treatment plant in Muszyna b) 6 Mg (tons) coming from the sewage treatment plant in Andrzejówka c) 6 Mg (tons) coming from the sewage treatment plant in Żegiestów, 2) The amount of waste generated depends on the quantity and quality of sewage flowing to the treatment plant. 3) As part of the implementation of the subject of the contract, the Contractor is obliged in particular to: a) leave min. 3 metal CONTAINERS KP7 at each treatment plant 1 pc. by removing them from carriers/motor vehicles. Loading works of waste into containers are carried out by the Ordering Party. b) collection of scraps and contents of sandboxes from the place indicated by the Ordering Party, i.e. sewage treatment plants in Muszyna, Andrzejówka and Żegiestów. The Ordering Party shall notify the Contractor by phone of the need to export waste. Collection of waste will take place from the place designated by the Ordering Party in the City and Municipality of Muszyna within two days from the date of receipt of telephone information from the Ordering Party, from Monday to Friday, from 7:00 to 14:00. c) export of slidges and sandbox contents by transport adapted for this purpose. d) disposal of waste in the form of scraps with code 19-08-01 and the content of sandboxes with code 19-08-02 from sewage treatment plants in Muszyna, Andrzejówka and Żegiestów. 4) The Contractor's duties include ensuring: a) permanent and legible marking of cars, in a visible place, company name and address data and telephone number of the Contractor; (b) protection against uncontrolled escape of waste during storage, handling and transport; (c) the design of vehicles which will protect the transported waste against dissolution and spraying and minimise the impact of atmospheric factors on the waste; d) vehicles that meet the requirements set out in the law, in particular are tight (do not cause leaks), stable (prevent slipping of scraps and sandbox contents and their ingress outside the vehicle), have a load capacity and strength adapted to the export of scraps and sandbox contents. 5) As part of the performance of this contract, the Ordering Party provides for the possibility of exercising the right of option referred to in Article 441(1) of the Public Procurement Law, to the extent of which the Ordering Party envisages increasing the provision of the service of collection, export and disposal of waste in the amount of not more than 30% of the basic order covered by this task. 6) Both regarding the scope of the basic order and the scope of the optional order, the Ordering Party reserves the right to order services to a greater or lesser extent, as well as to increase or decrease the quantity and change the type of services depending on the needs of the Ordering Party (in relation to the quantities specified in the price form) as part of the contractual remuneration.
