The ekom21 - Kommunales Gebietsrechenzentrum Hessen is a corporation under public law according to the Hessian Data Processing Network Act (DV-VerbundG). It is the central IT service provider for the Hessian municipalities and their institutions. From its locations in Giessen, Darmstadt and Kassel, it provides its end customers with modern information and communication (ICT) services of all kinds.
The approximately 500 members in Hesse and other customers nationwide include about 29,000 end users from local governments and other public institutions, such as districts, cities, municipalities, municipal companies, special purpose associations, institutions, hospitals and homes. In the state sector, ekom21 looks after numerous regional associations, ministries and government presidencies. In total, ekom21 provides services for six million citizens.
The range of tasks at ekom21 is growing and changing continuously, which is accompanied by a steady increase in the number of employees. ekom21 currently employs around 750 people.
ekom21 intends to hand over its existing services in the area of hosting SAP customer systems as well as the operation of its own SAP system to an external partner who operates the systems on behalf of ekom21, maintains and maintains relevant software components and, if necessary, brings them up to date with the latest security standards.
There are currently eight (8) customers in the environment (including the company's own system). It is planned that ekom21 will submit an offer to each of the customers, but the contracting authority cannot guarantee that all customers will make use of this service.
The tendered service relates to hosting and SAP operation as well as to the functional system support of the application. It is assumed that the customer provides his required SAP licenses.
The contractor is not entitled to the placing of individual orders or the acceptance of certain quantities. Rather, the framework agreement serves to cover procurement requirements of the beneficiaries that cannot yet be planned in detail at the time of its conclusion.
ekom21 - KGRZ Hessen intends to conclude a framework agreement with an economic operator. The object of service includes the hosting of SAP customer systems as well as the operation of ekom21's own SAP system. The operation must take place in a Tier III+ data center in Germany.
The framework agreement is intended to make it possible - without justification of a purchase obligation - to cover procurement requirements of the beneficiaries that cannot yet be planned and specified in detail at the time of its conclusion by calling up the contractual services in line with demand.
ekom21 estimates the contract value at 3,500,000.00 euros (net).
The estimated order value is based on the experience of recent years, including estimated customer needs.
The contracting authority estimates a contract value (maximum value) of EUR 6,000,000.00 (net) for the standard period of the framework agreement (see Section II.2.7) of the notice).
