The project wants to find out how the first line personnel of building applications in the municipalities can have a simpler and more efficient workday.

The goal is increased confidence in the building application field through guidance services that both employees and users are more satisfied with.

Short summary of the contract

Every year, private individuals, construction companies and other enterprises submit around 90,000 building applications to the municipalities. The first line service in the municipality has limited resources and is experiencing great workload. The public expects quick answers in their building applications, although many of the clarifications require the involvement of other municipal agencies, or sectoral authorities. This creates frustration at many levels. Several surveys show that planning and building matters are the service area with the lowest satisfaction score among all municipal services. This may be related to the fact that the process is perceived as time-consuming, complicated, and complex.

We want to find out how the first line personnel of building applications in the municipalities can have a simpler and more efficient workday. We want more coordinated information flows across administrative levels, municipal boundaries and the municipality's internal organisation. As part of this, we want to explore the extent to which machine learning, artificial intelligence or other technology has the potential to unload and streamline routine tasks in the current guidance services.

The goal is increased confidence in the building application field through guidance services that both employees and users are more satisfied with.

The project

The project name is 'Ingen sak med byggesak, effektiv og brukerrettet veiledning i alle ledd'(‘Seamless building applications - effective and user-oriented guidance at all levels’).

Responsible entity (project owner): 

The Norwegian Building Authority, contact person Therese Brøndum, the head of department for Construction regulations and user information.

Project mangager Ragnhild Olin Amdam, senior consultant, the department for Construction regulations and user information.

Collaborating entities:

The Norwegian Association of Local and Regional Authorities (KS), contact person Heidi Liv Tomren, consultant in the Norwegian Association of Local and Regional Authorities (KS), the department of Planning, construction and geodata, research, innovation and digitalisation.

Objective of the procurement.

We would like to use this procurement to get the right competence to carry out a good Stimulab project. All StimuLab projects must be in accordance with the triple diamond, and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

Budget: NOK 2,000,000 + an option for up to NOK 2,000,000 excluding VAT.

Duration of the Contract:

The contract will likely have a duration of up to 12 months.

Automatic extension after the end date

The contract will be automatically extended by six (6) months after the end date, unless the contracting authority notifies the tenderer in writing that it will not be extended. During this period, the contracting authority will assess whether the options should be activated.

Option for further extension of the contract:

The contracting authority reserves the right to extend the contract for up to 24 months and set a new end date. The contracting authority will notify the tenderer of the extension in writing at least 1 month before the end date.
