The procurement shall take the form of a restricted procedure. The restricted procedure is in two stages: in the first stage, the contracting entity invites the candidates to submit an application to participate. The application to participate shall contain the information requested in this contract notice.
The adjudicating entity shall select from among the candidates submitting the application for participation from whom it wishes to submit a tender. In the second stage of the procedure, the contracting entity sends a call for tenders to the selected tenderers.
Five (5) bidders will be selected for the second stage. If there are more than five candidates meeting the suitability criteria (5), the contracting entity will compare the applications to participate and select five (5) tenderers on the basis of the two reference jobs submitted by each candidate and the related descriptions. The work samples shall be an image campaign and a tactical campaign in digital media carried out for one of the reference customers during the last three years, and
a written description of both campaigns and their results.
