ekom21 - Kommunales Gebietsrechenzentrum Hessen (ekom21) is the largest municipal IT service provider in Hesse and is one of the three largest BSI-certified municipal IT service companies in Germany with locations in Darmstadt, Gießen and Kassel.

The approximately 500 members in Hesse and other customers nationwide include around 29,000 end users from local governments and other public institutions, such as counties, cities, municipalities, municipal companies, special-purpose associations, institutions, hospitals and homes. In the state sector, Ekom21 serves numerous state associations, ministries and regional presidents.

For the central printing center at the Kassel data center site, the procurement of inserting sleeves in various formats for delivery is planned.

The purchase of the inserting machine is advertised in a negotiated procedure with a competition for participation.

ekom21 maintains its central printing centre in Kassel. For this purpose, ekom21 intends to procure inserting sleeves in various formats for delivery to the printing center at the Kassel data center site. The tender is a framework agreement without a purchase obligation with up to three (3) economic operators, and the individual contracts for a period of six (6) months each are awarded in mini-competitions. Over the standard period of the framework agreement (see Section II.2.7) of the notice, the contracting authority estimates a total purchase quantity of 136 million inserter sleeves in various formats. The framework agreements begin on 01.08.2023 and are limited until 31.07.2027.

The contract will be awarded after successful test envelope in accordance with the service description. If the customer cannot determine compatibility with the inserting machines used (BÖWE Marathon, Kern 2600 and Kern 1600), the contractor has the right to rectify the defect once. If the rectification is also unsuccessful, no contract can be awarded.
