The Ministry of Trade, Industry and the Fisheries (NFD) has a continual need for an evaluation of how different elements of the institutional framework affects development in the seafood sector (the seafood sector here means fish farming, fisheries, and land-based seafood industry). There is also a continual need to adjust/change different elements of institutional framework terms in order to strengthen the seafood sector and to develop a fact based decision basis for political decisions.

Particularly relevant is follow-up of quota notifications and the strategies presented to the Norwegian Parliament on 21 June 2019, the Office of the Auditor General's examination of the quota system in coastal and sea fishing that was presented for the Norwegian Parliament on 28 April 2020, and subsequent parliamentary decisions on these matters. NFD would therefore like a framework agreement for three years.
