this consultation concerns the rental, installation and removal of event furniture and various equipment for the International Festival of Games, programmed annually in February at the Palais des Festivals et des Congrès in Cannes.Pursuant to Articles R. 2162-1, R. 2162-2 - paragraph 2, R. 2162-4-2°, R. 2162-13 and R. 2162-14 of the Order Code public, it will lead to the conclusion of a single-award framework agreement with purchase orders. The Framework Agreement is concluded without a minimum amount and with a maximum annual amount of 220,000 euros (excl. VAT). This amount applies to the initial period and to each of the renewal periods (see section II.2.7 of this opinion). The description of the benefits is set out in section II.2.4 of this notice

SEMEC, manager of the Palais des Festivals et des Congrès in Cannes, has, among its missions, that of animating, through its festive and artistic programming, the city of Cannes and the Palais des Festivals and Congresses. This is how it organizes, every year in February, the International Festival of Games. This festival for the general public, which doubles as a professional show, has become the playful reference of the French-speaking world. It counts more than 80,000 admissions over 1 week: competitors, tournament participants, exhibitors and professional visitors, festival-goers for the general public. Every year Cannes becomes the capital of the fun world and the Palais des Festivals et des Congrès is transformed into a huge playground. All game worlds are represented and organized on more than 37,000 square meters of exhibitions, entertainment, tournaments, professional spaces and conference rooms. More than 300 stands present on 20,000 square meters, around twenty professional spaces, tournament rooms bringing together up to 400 competitors simultaneously and rooms offering conferences, round tables... Holding such an event requires significant furniture requirements (as an indication, about 9,000 chairs, including 3,000 shell chairs, 3,000 tables, etc.) and various equipment.The International Games Festival will take place on the following dates (dates of operation excluding assembly and dismantling): - from Friday 24 to Sunday 26 February 2023; - from Friday 23 to Sunday 25 February 2024; - from Friday 21 to Sunday 23 February 2025; - from Friday 20 to Sunday 22 February 2026 (the dates of 2026 remain to be confirmed) .These dates are systematically preceded by a pre-opening day.As an indication, the assembly of the show begins at D-8, the technical permanence between D-4 to D-2 and the dismantling ends at D+3
