The existing station control system is centrally located in the control room building and consists of two control cabinets and an operating station. All field control units, protection devices and controllers are connected to the central control system cabinet in a star shape.

The entire station control center, including the existing cabinets, is to be replaced by modern technology. The new technology is to be installed in a new central control cabinet during the conversion phase parallel to the existing technology. A local control system of the system must be integrated into the new central control system cabinet, which can be used to monitor and control all equipment, messages and measured values of the system.

Through the use of modern technology, the entire station control center is to be converted from the two existing cabinets and the additional operating station into a single cabinet.

The 110 kV system consists of two feed-in fields from Westnetz, five transformer fields, a cross-coupling and a busbar grounding field.

The 110 kV switchgear is controlled via decentralised open-air control cabinets. Each control cabinet contains a field control unit for controlling the switchgear, the feedback, measured values and general messages from the field.

The associated protection and transformer controller technology is located in the central control room building in field-by-field cabinets. All protection devices, transformer controllers and the associated cabinets will be renewed in the course of this project. Due to the space available on site, only a successive, field-by-field conversion is possible. For this purpose, the new cabinet is set up in a free space in the building and the corresponding cables are folded. Subsequently, the old cabinet must first be dismantled to make room for the next cabinet. The exact installation and space conditions must be inspected by the contractor in an on-site appointment before submitting the offer. The on-site appointment must be agreed with the technical contact person at an early stage.

A conversion concept with delivery times and fixed milestones must be enclosed with the offer! The completion (successful acceptance) of the entire scope of delivery and services must take place within 12 months of the award of the contract. Offers with a later completion date will be excluded from the further procedure.

Due to the local conditions, on-site operation in the form of a screen control room is required. Due to the ISMS requirements of Stadtwerke Bochum Netz GmbH, special requirements must be met for the control room for the control room. This applies to the hardware and software used and, if necessary, the necessary patch management. All components of the 110kV secondary technology are connected via a fiber optic ring to the new central cabinet to be delivered in the control room building. The existing fiber optic connections from the control room building to the open-air control cabinets can no longer be used. All fibre optic connections must be relaid. All connections to the outside are accessible via cable ducts or cable trenches. Earthworks are not required. Any existing fire bulkheads will be opened by the contractor and professionally closed again by the client.

It must be possible to control the control panels via the digital field control devices to be offered as well as via the display room and by remote control from the network control centre (hereinafter also referred to as VLS) of Stadtwerke Bochum Netz.

Two 110/30 kV and one 110/30/10 kV transformer are operated in the substation to supply a major customer. For the protection of the 30 kV cable connection, protective guidance devices with diff protection function and devices with distance protection function must be provided. These must be replaced both in the substation and in the customer station.

The 10 kV air-insulated double busbar switchgear consists of 3 sections with 52 switchgear. All field control and protection devices will be replaced in the course of a subsequent project. The technology in the central control cabinet must be suitable for later connecting field control and protection devices via the IEC 60870-5-104 protocol in the fiber optic ring in such a way that all equipment, messages and measured values of the system can be monitored and controlled via the central control system on site and the VLS by remote control.

The complete commissioning, ready-to-use handover and documentation of the protection and control components is the subject of the offer. The protection tests are carried out by the client.
