ekom21 is the largest municipal IT service company in Hesse and is one of the three largest BSI-certified municipal IT service providers in Germany.
The approximately 500 members in Hesse and other customers nationwide include around 29,000 end users from local governments and other public institutions, such as counties, cities, municipalities, municipal companies, special-purpose associations, institutions, hospitals and homes. In the state sector, Ekom21 serves numerous state associations, ministries and regional presidents.
The subject of this award procedure is the conclusion of a framework agreement without justification of an obligation to purchase for the construction and operation of municipal public WLAN infrastructures (WLAN hotspots), through which the Hessian districts, cities and municipalities as well as other municipal institutions can call up individual contractual services.
The existing framework agreement expires at the latest with the entry into force of this framework agreement, which is a follow-up call for tenders. With this award procedure, new WLAN hotspots should be able to be ordered. In particular, hotspots from the Hessian funding programme should also be able to be ordered via this framework agreement.
In addition to Ekom21, beneficiaries include its association members, the districts, cities, municipalities, administrative communities and special-purpose associations in the federal state of Hesse, each including their legally independent and dependent institutions and associations and other forms of cooperation.
This procurement procedure includes WLAN hotspots in public institutions, including their planning, installation, operation including monitoring and assumption of the provider role by the contractor. The procurement documents describe the mandatory and optional services.
The conclusion of a nationwide framework agreement open to all municipal institutions is intended to create attractive framework conditions for the establishment and operation of WLAN infrastructures for the municipalities.
On the basis of the framework agreement, the beneficiaries should then be able to award individual contracts in the form of individual or several WLAN hotspots and once at the same time also in the form of central services required for this purpose.
In addition to ekom21, all other bodies in Hesse named under Section II.1.4) of the announcement are entitled to receive individual calls from this framework agreement.
The contractual partner of the framework agreement is ekom21. Contractual partners of the contracts to be concluded by means of individual calls are in each case and solely the retrieving beneficiaries. The duration of the individual contracts may exceed the duration of the framework agreement.
It is intended to conclude a framework agreement with an economic operator.
Over the duration of the framework agreement (see Section II.2.7) of the contract notice), the contracting authority estimates a total quantity of WLAN hotspots of 5,000 units. The estimated total quantity is based on the experience of recent years, including estimated additional requirements.
