The ATS of the Metropolitan City of Milan bans, in union of purchase with the ATS of Pavia, open procedure above the Community threshold, pursuant to art. 60 of Legislative Decree 50/2016 and subsequent amendments, aimed at entrusting the archiving service of analogical, administrative and / or health documentation.
The object of the contract is the archiving service of analogical, administrative and/or health documents produced by the ATS of the Metropolitan City of Milan and the ATS of Pavia, at each of its offices.
The analog documentation will consist of archival units of a different nature, such as registers, folders, boxes. The requested service consists in the storage, handling, management, delivery, collection and relocation to the successful bidder of analog documents attributable to the aggregate administrations. Pursuant to art. 10, paragraph 2, of Legislative Decree no. 42 of 22 January 2004, containing the Code of Cultural Heritage, the archives and documents of the State, the Regions, other territorial public bodies, as well as any other public body and institution are cultural assets and, therefore, subject to the protection and supervision regime, as well as to the obligations referred to in the aforementioned Code.
In particular, pursuant to art. 21 of the aforementioned Code, are subject to authorization by the Ministry, inter alia:
- the transfer of analogue documentation to another location;
- the waste of analogue documentation that can be eliminated in accordance with the law;
- the execution of works and works of any kind on archival assets (sanitization, restoration, sorting / reorganization and inventory, digitization).
The performance of the service presupposes knowledge and in-depth competence in the matters regulated, by way of example and not exhaustively, by the following regulations:
- D.P.R. 28 December 2000, n. 445 and subsequent amendments, Chapter IV (articles 50 et seq.);
- Technical standard ISO 14721 – OAIS;
- Legislative Decree no. 82 of 7 March 2005 and subsequent amendments containing the "Digital Administration Code";
- Legislative Decree no. 196 of 30 June 2003 and subsequent amendments, as well as Regulation (EU) 2016/679 on the protection of personal data.
