ASG Spremberg GmbH, as trustee, service provider and concessionaire of the Zweckverband Industriepark Schwarze Pumpe (ZV ISP), is planning the expansion of the industrial park in a southerly direction with the sub-areas South 1-3 and South 5 in the Free State of Saxony and South 4 in the State of Brandenburg.
The extension area South 4 to be planned is currently predominantly classified as "forest". The planning area is to be designated as an industrial area in the future and covers an area of approx. 76 ha. For the expansion in the Brandenburg part, a resolution for a development plan (B-Plan No. 112) for the extension area "South 4" near the city of Spremberg was taken on 28.10.2021.
Parallel to the elaboration of the B-Plan, the development planning of the traffic facilities including lighting, the pipe-bound media planning for drinking and service water, dirty and rainwater, if necessary also Elt and gas supply, district heating, telephone and data/telecommunications technology for the ISP extension area South 4 is now to be carried out.
It is intended to commission the planning services in accordance with the service profiles § 39, § 43, § 47 and § 55 HOAI in the service phases 1 - 9 in stages, in whole or in part, as well as special services if necessary.
As part of an already ongoing B-plan procedure, the planning law foundations for the aforementioned plans have been and are currently being created and an overall concept for the use of the extension area South 4 has been and is being coordinated with the AG. The development planning to be commissioned here must be compared with the status of the ongoing B-Plan processing. The planning area is to be designated as an industrial area in the future. Parallel to the preparation of the B-Plan and the necessary forest conversion, the development planning for the expansion area "South 4" is now also to be carried out.
In the run-up, a feasibility study was also carried out in 2021. The results of this investigation and basic determination are provided by the AG for the development planning. The same applies to the B-Plan No. 112 "Industriepark Schwarze Pumpe - Extension Area South 4" (currently as a preliminary draft).

For the performance profile of traffic facilities (road and track systems), three basic variants of traffic development with cost and benefit comparison (advantages and disadvantages) are to be examined in service phases 1 and 2. The variant favoured in coordination with the client must be further processed from service phase 3 onwards and planned for structural implementation.
