Utenriksdepartementet v/Enhet for eiendomsprosjekt (the Ministry of Foreign Affairs c/o the unit for property project management) invites tenderers to participate in an open tender contest within interior architect services.
The Unit for property project management will use this procurement to connect with interior architects who can assist with the property projects that the Ministry of Foreign Affairs is responsible for. The contracting authority will enter into parallel framework agreements with up to four tenderers.
The Ministry of Foreign Affairs c/o the Section for property management and operations at the unit for property project management is responsible for renting, fit out, furnishing and managing the office and the representation part of official residences at the foreign service missions. The tender documentation contains a link to the websites containing overview of all of the Norwegian foreign service missions.
The unit for property project management will use this procurement to connect with interior architects who can assist with the property projects that the Ministry of Foreign Affairs is responsible for. The contracting authority will enter into parallel framework agreements with up to four tenderers.
The unit for property project management attends to both
1) Construction projects/installation projects; and
2) Furnishing projects, of various sizes.
In construction projects/installation projects, the unit for property project management will primarily handle the programming and draft phase, but leave the actual implementation/execution of the project to either Statsbygg (the Directorate of Public Construction and Property) or a local project manager/contractor. The unit for property project management will primarily be the orderer and controller for these projects.
In furnishing projects, on the other hand, the unit for property project management will be responsible for the entire project from mapping and needs analysis to implementation on site.
The interior architect's assignments must be understood in light of the unit for property project management's role in the named project types. The interior architect must be able to participate in and assist the unit for property project management with the different phases in both construction projects/installation projects and furnishing projects.
There will exceptionally be a need for the interior architect to carry out an inspection of the property in collaboration with the Ministry of Foreign Affairs. Any possible need for site inspection will be made known for each individual order/call-off on the framework agreement and further clarified in the start-up meeting.
Users of the contract will be the Ministry of Foreign Affairs, including the foreign service missions, and the Directorate of Public Construction. The Directorate of Public Construction and Property will be able to make call-offs when they execute construction projects on behalf of the Ministry of Foreign Affairs, within the scope of the framework agreement.
