The market aims at the designation of a project author for the complete mission of study and follow-up of the works of renewal and insulation of the roofs in one hundred and four occupied houses located in 1170 Brussels - various addresses - in a sustainable and ecological vision . The budget for the works is EUR 1,851,852.00 excluding VAT, fees, connection costs for the control rooms and other miscellaneous costs. The contracting authority reserves the right to repeat similar services, namely the renewal and insulation of roofs - in other occupied houses subject to the market threshold, by negotiated procedure without prior publication. In addition to these 104 houses, it will be possible to carry out similar works on a total of around 200 houses, for a total budget of EUR 3,650,000. he services will be allocated under the same conditions as the basic project without prejudice to obtaining a possible discount. Since this contract does not require the services of a stability or special engineering engineer, the contracting authority, for this assignment as a project author, only wishes to appoint an architect. The scale applied for fees for services is:
- that of category B2: renovation of building components for the 103 unclassified houses;
- and that of category B3: conservation and / or restoration of building components, sites and sets classified for the only listed house (hulotte, 19).
Taken over under article 66 point 1.1.1 of part three of these special specifications. In the event of repetition of similar services, as mentioned in article forty-two of part two, the scale will be applied according to the same principle. The proponent takes note, however, of the fact that he will have to fulfill his obligations relating to assistance services to the contracting authority with regard to energy performance in the context of simple renovations within the meaning of the legislation relating to energy performance and climate interior of buildings in force, as indicated in part four of these specifications.
In the event that the specific personnel necessary to carry out all of the planned missions do not meet within the same professional structure, a team of participants constitutes a group of economic operators. The provisions of articles seventy-seven and seventy-eight of the royal decree of 18.4.2017 apply. The various natural or legal persons who make up the group act jointly and severally on its behalf. The one who will represent the group with regard to the contracting authority and who will be responsible for coordinating studies and services carried out by the other members of the association, is the architect. Pursuant to article fifty-five of the royal decree of 18.4.2017, the submission of a joint offer by several selected candidates is prohibited.
