Description:
Preparation for printing and printing of publications for the needs of the City of Krakow in 2022

1. Name of the order: "Preparation for printing and printing of publications for the needs of the City of Krakow in 2022".

2. Preparation for printing and printing of publications for the needs of:

2.1. lot 1 of the contract: Of the Faculty of Social Communication;

2.2. lot 2 of the contract: Of the Faculty of Social Policy and Health;

2.3. Lot 3 of the contract: Department for Entrepreneurship and Innovation.

A detailed description of the subject of the contract is contained in the model contract with attachments, constituting Annex 10 to the SWZ (one template for all parts of the contract). The Contractor is obliged to prepare for printing and printing publications according to the detailed parameters described in Annex 1 to the model contract for a given part of the contract. Remark! The Ordering Party shall conclude a separate contract for each part of the contract.

3. Attention! The value indicated in section II.1.5) of the announcement takes into account the value of contracts referred to in Article 214 paragraph 1 point 7 of the Act in the amount of PLN 300,974.00 net.

Preparation for printing and printing of publications for the needs of the Faculty of Social Communication

1. Part name: Preparation for printing and printing of publications for the needs of the Faculty of Social Communication.

2. A detailed description of the subject of the contract is contained in the model contract with attachments, constituting Annex 10 to the SWZ (one model for all parts of the contract). The Contractor is obliged to prepare for printing and printing publications according to the detailed parameters described in Annex 1 to the model contract for a given part of the contract. Remark! The Ordering Party shall conclude a separate contract for each part of the contract.

3. The Contracting Authority shall allow the possibility of submitting partial tenders for each part of the contract. The contractor may submit a tender for any number of lots of the contract.

4. The Contracting Authority does not require the execution of the contract by protected work establishments, social cooperatives or other contractors subject to the provision of Article 94 (1) of the Act.

5. Pursuant to Article 95(1) of the Act, the Contracting Authority shall require the Contractor (or subcontractor) to employ a person on the basis of an employment relationship to perform the activities specified in § 9(7) of the model contract on the terms set out in § 9(7) to (12) of the model contract.

Remark! This requirement does not apply to bidders: natural persons conducting business activity and partners of partnerships who undertake to provide these activities personally to the company.

6. The Contracting Authority provides for the possibility of awarding contracts referred to in Article 214(1)(7) of the Act in the amount not exceeding 100% of the value of the basic contract, i.e. PLN 300,974.00 net (including part 1 of the contract: PLN 258,995.00 net, part 2 of the contract: PLN 28,571.43 net, part 3 of the contract: PLN 13,407.57 net). These contracts will consist in the repetition of similar services – in relation to those described in this procedure in the model contract and its annexes (respectively for each part of the contract). The conditions under which the above-mentioned contracts will be awarded (respectively for each part of the contract) will correspond to the conditions set out in this procedure in the model contract and its annexes, while the conditions for participation in the procedure will be limited to the repeated scope of the contract.

7. The Contracting Authority did not conduct preliminary market consultations prior to the initiation of the procedure.

8. In this proceeding, the Contractor shall not require the Contractors to submit the measures of evidence in question.

9. The Contracting Authority, within the limits set out in Article 462 et seq. of the Act, allows the possibility of performing the subject of the contract by the Contractor with the use of subcontractors. An economic operator who intends to entrust the performance of part of the contract to subcontractors shall indicate in the tender the parts of the contract which it intends to entrust to subcontractors and give the names of any subcontractors, if they are already known.

10. Justification of the 100% price criterion: The subject of the contract is publicly available, the quality standards refer to all the essential (main) features of the subject of the contract and have been included in its description. The Contracting Authority described in detail the technical parameters of the subject of the contract in the model contract and Annex 1 to the model contract respectively for each part of the contract.

11. These proceedings are proceeded, in accordance with the Act of 11 September 2019 – Public Procurement Law (i.e. Journal of Laws of 2021, item 1129, as amended), hereinafter referred to as the "Act", in the form of an unlimited tender, using a prior evaluation of tenders, in accordance with Article 139 of the Act, with the proviso that each Contractor is obliged to submit a statement together with the offer, referred to in point 2.1 of Section III.1.2 and point 2.1 of Section III.1.3 of the Notice.
