The special purpose association for local rail passenger transport Rhineland-Palatinate North (SPNV-Nord) and the federal state of Saarland, represented by the Ministry of Economics, Labor, Energy and Transport (MWAEV) (hereinafter collectively referred to as “AT”), intend to provide services in local rail passenger transport (SPNV) in the “MosellLux” network in accordance with public procurement rights in a to award negotiated procedures in accordance with Art. 5 para. 3 of Regulation (EC) 1370/2007 and the provisions of the GWB and the VgV.
The service volume in the “MosellUX” network amounts to around 3.2 million ZKm/a in the basic service.
The object of the award is the provision of services in local rail passenger transport (SPNV) by the railway company (EVU) to be selected within the scope of this contract in the area of responsibility of AT in the “MosellUX” network for a total period of 15 years.
The transport services to be awarded are to be provided as a basic service on the following routes:
- RB 81: Trier — Koblenz
- RB 82: Trier — Perl
- RB 83: Wittlich — Trier-West — Luxembourg (in the German section between Luxembourg border and Wittlich)
- RB 10-V: Coblenz — Kaub
- RE 85: Traben-Trarbach — Bullay — Koblenz
In addition to the basic service on the aforementioned lines, AT also has the right to commission various option services (extension of the operating program to the basic service) on these lines from the selected RU. Furthermore, the AT has the right to commission additional option services within the contract period on the following lines:
- RE 86: Traben-Trarbach — Bullay — Trier
- RE11-V: Trier — Wasserbillig — Luxembourg
The start of operations will be staggered on the following dates:
- RB 81, RB 82, RB 83: Operation commenced in Dec. 2024 (operating level I)
- RB 10-V: Operation commenced in Dec. 2025 (operating stage II)
- RE 85 (so-called Moselweinbahn): Operation commenced in Dec. 2029 (operating stage III)
The transport contract ends in December 2039 at the time of the international timetable change.
The service volume in the assigned network is divided according to the different operating levels in the basic service as follows:
- operating stage I: approx. 2.8 million ZKM/a (without options),
- operating stage II: approx. 0.02 million zkm/a (without options),
- Operating stage III: approx. 0.3 million ZKM/a (without options).
The volume of option services totals around 0.8 million zkm (presentation of the additional Zkm compared to the basic service).
New and used vehicles are permitted to provide the transport service. The railway vehicles required for the provision of transport services on RB 83, which must be multi-system capable due to cross-border traffic, have been procured by the Société Nationale des Chemins de Fer Luxembourgeois (CFL) and will be left to the RU to be selected within the scope of this allocation procedure. These vehicles must be used on RB 83. In the Luxembourg section of the route, SPNV services are provided by the Luxembourg state railway CFL. For this purpose, the CFL, the RU and the SPNV-Nord will conclude a multi-party agreement (MPV), which regulates in particular the transfer of use of the vehicles to the RU to be selected, the financing of these vehicles, the joint cooperation of the RU in operational management and personnel deployment, and the implementation of the quality assurance is firmly established. With regard to personnel deployment, there are special regulations between the RU to be selected within the framework of this allocation procedure and the CFL due to the cross-border interconnection of lines: The train drivers (Tf) are always deployed on the entire route segment between Wittlich Central Station — Luxembourg. The Tf of the RU to be selected within the framework of this allocation procedure must therefore also be qualified to provide travel services in Luxembourg. The train attendants are deployed in each case on a territorial basis: The CFL train attendants work between Luxembourg and Wasserbillig station. The train attendants of the power supply company to be selected as part of this allocation procedure are deployed between Wasserbillig station and Wittlich main station.
The transport contract to be concluded between the RU and the AT within the scope of this award is structured according to the so-called gross principle. Stationary sales (ticket machines and person-operated sales outlets) and online sales are provided to the power supply company. For this purpose, the RU concludes sales service contracts with a sales service provider selected by the AT.
