Realignment and development of the Kirchzarten building yard

The subject of the procedure is planning services of the technical equipment ELT (plant groups 4, 5 and 6) according to HOAI 2021 for the realignment and development of the Kirchzarten building yard.

The subject of the procedure is planning services of the technical equipment ELT according to HOAI 2021 for the realignment and development of the Kirchzarten building yard.

The building yard of the municipality of Kirchzarten currently consists of a total of four buildings of different sizes and typologies. The unfavorable positioning of the buildings on the three-sided enclosed site within the industrial park is currently leading to major restrictions in operational processes.

Upgrading the existing buildings does not make sense in terms of energy and economy.

On the basis of the feasibility study prepared by the architectural firm harter + kanzler & partner, the restructuring of the building yard envisages dismantling the existing buildings in sections and realizing the new building in 2 construction phases during ongoing operations, with the following buildings. The urban design must be implemented and the preliminary design concept must be continued in the planning.

Building 1: Administrative and social buildings

Building 2: Workshop Hall

Building 3: Nursery, vehicle and warehouse

Building 4: Covered outdoor area

Construction phase 1a

=============

In construction phase 1a, the administration wing with underground ramp, the courtyard access road and the warehouse are to be built on the street side. For this purpose, the centrally located hall construction must be dismantled in advance. Until the realisation of the further stages, a more difficult access is to be expected due to the whereabouts of the locksmith's workshop building.

To the south, in the area of the existing washing area, the oil separator is to be renewed for its operation. In the further construction phases, the new washing hall and the covered outdoor washing area will be connected to it.

Construction phase 1b

Carpentry and locksmith's shop. The former carpentry hall will be dismantled immediately before the start of the 2nd construction phase. It is temporarily used as a warehouse and vehicle hall.

The subject of the award procedure is the planning of the technical equipment ELT in service phases 1 to 9 in accordance with § 55 HOAI, as well as the monitoring of the rectification of defects in service phase 9 as a special service.

The individual service phases are to be commissioned in stages. With the conclusion of the contract for the planning of the technical equipment ELT, the assignment is successively optional as follows:

Work phases 1 to 3 for BA 1a, 1b and 2

Service phases 4 to 9 as well as the special service of rectification of defects in service phase 9 for BA 1a and 1b

It has not yet been decided whether BA 2 will be implemented. BA 2 may be commissioned and billed separately at a later date.

There is no legal entitlement to the transfer of all service phases. This applies to BA 1a and BA 1b as well as BA 2.

The procedure is carried out by way of a negotiated procedure with an upstream public participation competition (pursuant to Section 119 (5) ARC in conjunction with Sections 14 (3) No. 2, 17 (1), 74 VgV).

The two-stage process includes the public participation competition (1st stage: selection phase) and the negotiation phase (2nd stage: submission of tenders and negotiation talks).

In the first stage (participation competition and selection phase), only the application for participation (application) must be submitted together with the required declarations and documents to prove suitability. On the basis of the documents submitted, it is determined which companies meet the eligibility requirements and will be selected for the 2nd stage.

In the second stage (offer and negotiation phase), the companies invited to the negotiation talks are invited to submit an initial non-binding offer and then a revised final offer after the negotiation talks.

The decision on the award of the contract is made on the basis of the negotiation talks and the initial offers and the final offers according to the previously defined award criteria.

The client reserves the right to award the contract or to carry out the evaluation on the basis of the initial offers (§ 17 para. 11 VgV).

The companies not selected in the selection procedure (1st stage) and in the negotiation phase (2nd stage) are informed of the reasons for not being considered.

No costs will be reimbursed for the preparation of applications and offers or participation in the procedure.
