Description:
Public service contract for the realization of solar mapping in Wallonia

The objective of this contract is to carry out solar mapping (photovoltaic and solar thermal) in Wallonia. The main steps are:

• Collection and production of data for the implementation of the cartographic database of the technical potential of solar production (Photovoltaic and solar thermal) of buildings of the "solar cadastre" type constituting the physical basis to be connected to multiple uses.

• Carry out the decision support module (macro): This module, dedicated to public administrations and authorities, offers functionalities of statistical analyses of the solar cadastre at different scales (municipalities, provinces, region), by productivity classes, by network connection compatibility, by sector of activity, etc ... It is a decision support and monitoring tool (later allowing control functionalities, like the agricultural SIGEC).

• Carry out the "Prosumer" module promoting solar energy to potential citizen producers and promoting, for new and old prosumers alike, the notion of individual self-consumption, its individual and collective interests, good practices and tools to improve it (home automation). This tool offers profitability calculations based on solar potential, individual self-consumption and can suggest energy sharing as soon as the relevant legislation is in force. This module also allows you to develop educational information

• Representation of results to users

• Allow the software architecture and programming code to anticipate other possible uses of solar data (storage, charging station module, etc.) in order to make its use modular and sustainable.

In recent years, the photovoltaic sector has suffered from a lack of clear and precise communication. Thus, to give itself the means to achieve the strategic and operational objectives of the regional energy policy in terms of renewable energy, the Administration wishes to develop a solar map that can serve as a basis for communication tools, structural planning of the Walloon territorial solar potential and a perfect decision-making tool for politicians and the Administration.

This communication and planning tool will make it possible on the one hand to bring positive around this technology which, in recent years, has often been perceived negatively with the general public and on the other hand to guide the different possible development models (prosumer, energy communities, storage, electric mobility, different photovoltaic applications, ...) by anticipating their impacts on the Walloon territory and landscape. The different target audiences targeted by the mission are:

 Citizens (tenants, owners of buildings, ...)

This tool will make it possible to estimate the potential of a roof, to plan the optimal implementation and to calculate the investment and the financial opportunity in the long term (return time,...). This is based on technical and economic parameters (solar irradiation kWh/m2/year; orientation of the ideal roof panel, acquisition and maintenance cost, etc.).

 Professionals (energy experts, PV and solar thermal installers, energy producers, ...)

Professionals can have at their disposal an objective promotional tool, which reports on local companies capable of carrying out the expected work.

 For the public sector (municipalities, CPAS, provinces, schools, hospitals, swimming pools open to the public, police zones, intercommunals, SPW, ...)

This tool allows Wallonia to have a quantitative estimate of the gross technical potential for deployment at the territorial level, allowing it to better plan it and make projections for 2030-2050. This tool is a project that could strongly revitalize in a sustainable way the development of photovoltaic installations in Wallonia, as was the case in the other Regions, and also a decision-making tool that will make it possible to establish more refined scenarios to achieve the renewable electricity trajectories set by the Walloon Government by 2030. This communication space will also contribute to raising awareness among the general public.
