Description:
Collection and management of municipal waste from the Strzelno Commune.

The subject of the contract is a service consisting in the collection and management of municipal waste from the area of the Strzelno Commune from the properties on which they reside, as well as real estate on which residents do not live and accompanying services related to maintaining cleanliness and order in the area of the Commune. A detailed description of the subject of the contract can be found in Annex 5 to the Terms of Reference.

1.The subject of the contract is the service of collection and management of municipal waste from the area of the Municipality of Strzelno from the real estate on which they reside, as well as real estate on which residents do not live, including:

1) conducting selective collection of municipal waste from residential properties in the following scope: plastics, multi-material packaging, metal, paper, glass, ash, biodegradable waste, including bio-waste

2) collection of construction and demolition waste collected in a selective way in an amount not exceeding 1m3 per year per household

3) collection of furniture and other bulky waste and tires from passenger cars from households – from the Selective Municipal Waste Collection Point.

The contractor will be obliged to organize a single "mobile" collection from residents during the first term of the contract. The contractor is obliged to notify the property owners about the date of collection of this waste from individual properties, no later than 14 days before the planned date of collection.

4) collection of waste electronic equipment generated in households from residential properties - from the Selective Municipal Waste Collection Point. The contractor will be obliged to organize a single "mobile" collection from residents during the first term of the contract. Contractor from

5) purchase and delivery (and setting) of bags and containers in the quantities indicated in the Specification of Freezing Conditions

6) weighing all collected municipal waste on a legalized scale and storing measurement documentation for inspection by the Ordering Party for the duration of the contract

7) providing all residents for whom the service will be provided with a mobile phone application informing about the date of waste collection;

8) timely preparation and submission to the Ordering Party of reports on the performance of the subject of the contract, containing information indicated in the contract and OPZ

9) immediate provision of information regarding the performance of the contract at each request of the Ordering Party, no later than within 3 days from the date of receipt of the request,

10) controlling the obligation of property owners to separately collect waste in accordance with OPZ

11) preparation of a complete schedule of municipal waste collection in accordance with OPZ

12) possession of a civil liability insurance policy valid throughout the entire period of the contract in the scope of business activity, related to the implementation of the subject of the contract

13) achieving the assumed levels of recycling, preparation for re-use, recovery by other methods of municipal waste of the following fractions: paper and cardboard, glass, metals, plastics, multi-material packaging and reducing the weight of biodegradable municipal waste sent to landfill in accordance with Article 3b paragraph 1 and Article 3c paragraph 1 of the Act on maintaining cleanliness and order in municipalities and executive regulations to the Act

14) transfer of unsorted (mixed) municipal waste directly or via the reloading station referred to in Article 23(10) of the Waste Act of 14 December 2012 to a municipal installation ensuring waste processing, referred to in Article 35(6)(1) of the Waste Act,

15) transfer of separately collected municipal waste directly or through another waste collector to a waste recovery or disposal installation, in accordance with the hierarchy of waste management methods referred to in Article 17 of the Waste Act of 14 December 2012,
