The managing authorities for the cooperation programmes Interreg VI A Mecklenburg-Vorpommern / Brandenburg / Poland 2021-2027, represented by the State of Mecklenburg-Western Pomerania, and Interreg VI A Brandenburg - Poland 2021-2027, represented by the State of Brandenburg, are introducing a technical procedure called "Jems" (Joint Electronic Monitoring System) in the course of programme management. This is an electronic data exchange system which is made available to the managing authorities as basic software and is to be adapted and extended for specific programmes.
In this context, the managing authorities need support services for program-specific software adaptations and extensions of the basic software as well as support services for the subsequent care and maintenance of the software.

This is an electronic data exchange system which is made available to the managing authorities as basic software and is to be adapted and extended for specific programmes.

In the course of programme management, both programmes must ensure that all information exchange between beneficiaries and programme authorities can take place via an electronic data exchange system, in accordance with Article 69(VIII) of Regulation (EU) 2021/1060. In this context, pursuant to Article 72(1)(e) of Regulation (EU) 2021/1060, it must also be ensured that data on each operation necessary for monitoring, evaluation, financial management, verifications and audits in accordance with Annex XII are electronically recorded and stored, as well as the security, integrity and confidentiality of data and user authentication.
The two programs commissioned Datenverarbeitungszentrum Mecklenburg-Vorpommern GmbH to technically host the system.
