The project

This is a clear indicator that inhabitants do not receive help in time, i.e., before the financial challenges develop to serious financial problems.
This project would like to look at different systems for catching inhabitants in an early phase with 1 or more preventive measures. The target group is both 1-person companies and other inhabitants/private persons.
The aim is to reduce the number of inhabitants and, in particular, 1-person companies with unmanageable debt, contribute to a general rise in competence amongst inhabitants on finance, as well as reuse financial data in new and more cost efficient ways for preventive measures.
There is a very large potential for gains in preventing financial difficulties, both for the public and for inhabitants themselves and their families. In addition, the innovation potential is large, as the complexity is great and the possibilities are many. It can be relevant to look at both digital and non-digital systems, both internally in entities and integrated processes. It will, therefore, be important that the procurement contributes with competence to examine, describe and clarify the choices that will best meet the users' needs for the prevention of financial problems.
Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.
As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.
Roles and responsibility
Brønnøysundregistrene is the project owner and contracting authority for the project.
Difi is making the procurement on behalf of the contracting authority, as part of the StimuLab project.
Budget: 2 000 000 NOK + an option for up to 2 000 000 NOK excluding VAT.
Contract length: the project is ready to start in March 2020. The contract duration is 1 year with the option to extend for up to 1 year + 1 year.
