The aim of the contract is to cover the contracting authority's need to purchase procurement assistance, in accordance with the requirement specifications.
The Procurement Service in Kristiansand municipality has professional and coordinating responsibility for KnS-i and is the only one of the procurement participants who has dedicated employees who work with procurements in accordance with LOA/FOA. See the tender documentation point 1.1 where KnS-i's home page is referenced. Participants in the procurement are defined in the tender documentation points 1.1.1 and 1.1.2.
On this basis, the need for assistance related to the agreement being entered into will vary from participant to participant.
The Contracting Authority, with the exception of Songdalen og Vennesla kommuna, will enter into three parallel framework agreements with mini competitions with call-offs that all procurement participants will undertake. Songdalen og Vennesla municipalities would like to enter into a framework agreement with a tenderer.
The contracting authority is free to make exemptions from the signed contract when there is a need for high professional/special competence within an area in addition to general procurement competence. The Contracting Authority reserves the right to use the exemption at their discretion. Areas this can include are, amongst others, bank, pension, insurance and turnkey contracts/construction projects. The list is not exhaustive.
