With this tender, the Digitisation Board wants to establish a dynamic procurement system for the provision of communication services to the Digitisation Board.
The dynamic procurement system includes services that are part of major communication tasks. The dynamic procurement system will include larger communication tasks that can be both from analysis to execution and parts of larger campaigns. Tasks may include, for example, everything from strategy development, campaign material preparation, press management, and to advising/sparring to the board's own communications staff. For example, communication services would have to be provided in the deployment of new IT solutions, awareness efforts, etc.
Recorded applicants are expected, among other things, to possess the following competencies:
Strategy development, analytics, creative execution related to campaigns, communication advice, public relations and social media included, among other things, and not exhaustive:
- Creative concept development in the context of intermedial campaigns,
- Execution of total promotions,
- Special analyses related to campaigns,
- Stakeholder analyses, etc.,
- Strategy development and advice related to communication tasks, public relations and social media,
- Advice in relation to critical cases in the press and on social media.
Media training.
- Webinars, e-learning, podcast and the like
All suppliers meeting the requirements specified under III.1.2) Economic and financial capacity and III.1.3) Technical and professional capacity may be admitted to the dynamic procurement system.
The system shall be established after contracting entities have finalised the applications received within the minimum period of 30 days following the dispatch of the tender notice.
However, interested suppliers can be continuously admitted throughout the life of the system.
When contracting entities have a concrete purchase requirement, notification will be issued to the vendors admitted to the system. Suppliers will then have access to the description of the concrete task and the opportunity to make offers.
