Description:

The Committee of the Regions (hereinafter 'the Committee') is intending to enter into a works framework contract with the aim of consolidating 3 glazed facades of the JDE office building, rue Belliard 99-101, to counter the effects of explosions coming from areas that can be accessed by the public or by car.

Anti-shatter film (ASF) must be used for this protection, and its thickness is determined in accordance with the specific glazing request. It should be noted that the ASF's role is to limit the projection of debris into the building in the event of an explosion; it does not strengthen existing glazing. In addition, a good adhesion between the ASF and the frame or the existing structure is required.



The contract is divided into 3 sections (A–C); the Committee reserves the right to order them separately. The sections are:

section A: works to apply anti-shatter film for the northern interior glazed facade (rue Belliard)*;

section B: works to apply anti-shatter film for the eastern glazed facade (rue Belliard, Parc Léopold side);

section C: works to apply film for the western glazed facade (rue Remorqueur).

* The northern facade is a 'double skin' facade for which there is no realistic solution to strengthen the external facade, as the latter is considered sacrificial.

Since this work to strengthen the glazing is specific and repetitive, it must be carried out in a professional manner by contractors experienced in these fields. Therefore, the Committees request that tenderers provide technical data sheets and all necessary information to enable the solution proposed for these 2 scenarios to be validated:

1. a car bomb, with a charge equivalent to 100 kg of TNT, placed on the ground;

2. a pedestrian leaving a bag behind containing a charge equivalent to 10 kg of TNT, placed on the ground.

The tenderer shall determine the film thicknesses on the basis of such pressures and impulses. The thickness dimensioning criterion will be the film's effectiveness in accordance with the standard 'US-GSA — 2003 Facilities Standards 1, chapter 8.4'. GSA level 3A will be the target level, i.e. glass fragments shall not fall inwards any further than 1 m from the glazed panel.

The actions (pressures and impulses) resulting from such explosions, and affecting the various facade areas, are already calculated and will be communicated to selected candidates after the first stage of the procedure.
