The object of the order is: the execution of the project documentation for the task: Expansion of the provincial road No. 653 on the Olecko section — the border of the province.

A detailed description of the subject matter of the contract is annex No 9 of the SWZ and is posted on the tender platform of the Ordering Party.

The subject of this description is the requirements for the execution and acceptance of the project documentation (together with obtaining a decision on authorization of the Ordering Party to implement the road investment) for the task: Expansion of the provincial road No. 653 on the Olecko section — the border of the province.

The subject of the order shall include execution, in particular:

1. the current situational and altitude map for design purposes;

2. geotechnical documentation;

3. inventory of existing status, including plots planned for inclusion in the road lane, existing engineering facilities, existing descents, vertical signage with its update at the end of design documentation, detailed inventory of greenery;

4. construction project together with the necessary opinions, arrangements and administrative decisions;

5. necessary materials for submitting an application for obtaining a decision on authorisation for the implementation of road investment (ZRID), including annexes to the decision of ZRID, projects of property divisions, list of land owners, fixing boundaries in the field, etc. The Contracting Authority provides for the subdivision of 90 parcels. Settlement for the execution of the property divisions will occur for the actual amount of divided parcels;

6. Implementing project, together with technical specifications for the performance and acceptance of construction works (TSPACW), detailed object of works, approved projects of temporary and permanent movement organisation;

7. the offer cost estimate (as a model for completion by the Contractors of the bud works) and the investor cost estimate;

8. audit of the BRD by an external auditor independent of the designer;

9. the necessary elements (the information card of the undertaking, the environmental impact report together with the detailed natural inventory) to obtain the environmental decision with the final decision;

10. Decisions authorising prohibited actions in relation to the species of plants or animals under protection, the consent of the owners of the parcels for the relocation of protected species to their territory;

11. Designation of the boundaries forming the outer edge of the projected road lane (marking of the boundary in the field, unambiguous — visible marking is intended to be used to convey the construction site with a field sketch and a list of coordinates).

Technical parameters of the road being designed:

— category of road: Voivodeship,

— road class G (main),

— number of lanes 1 x 2,

— lane width: in accordance with the applicable rules for the Class G road,

— width of the ground roadsides: 1.50 m,

— surface load capacity: 115 kN/axle.

The designed road should comply with the requirements of Order No 2 of the Minister of Infrastructure and Construction of 17 January 2017 on the implementation of technical and defence requirements for the design and use of roads and engineering facilities.

The Contracting Authority shall require the Contractor to submit design concepts concerning the object of the contract of a minimum in 2 variants together with multi-criteria analysis, indication and justification for selecting a variant of the solution for implementation.
