Planning services of the technical building equipment (AGr 1-8) acc. § 53 HOAI awarded for the new construction of the festival hall in Saarwellingen. The location has particular requirements for the urban integration of the new building, as it will be located next to the historic castle and the Schlossplatz. In the course of the planning and realization of the new building, restructuring of the energetic infrastructure in the immediate vicinity is necessary, which may affect the concept. An important aspect in the planning of the technical equipment of the Festhalle is the stage technique and the acoustics.

In addition, a feasibility study was carried out with regard to the energy supply for the Festhalle and other public buildings in the surrounding area. This must be checked and detailed in the planning. Furthermore, the supply and disposal of the property (KG 200) should also be planned.

The municipality of Saarwellingen awards the planning services for the technical building equipment of the equipment groups 1-8 according to § 53 HOAI for the new construction of the festival hall in Saarwellingen. The demolition of existing buildings on site is not part of the contract. The present contract comprises the basic services of the aforementioned planning services of the following service phases:

- Lph 1: Fundamentals (partial),

- Lph 2: preliminary planning,

- Lph 3: Drafting,

- Lph 4: approval planning.

The client reserves the right to award the following services in stages:

- Lph 5: Implementation planning,

- Lph 6: preparation of the award,

- Lph 7: Participation in the award,

- Lph 8: object monitoring - construction supervision and documentation,

- Lph 9: Property Management.

There is a step by step order. On the part of the contractor, there is no legal claim to the commissioning of further service phases or a total commission. For the area, an urban conception as well as further documents are available, which are made available to subreport to those applicants, who are selected after completion of the application phase and invited to submit a fee offer. As part of the application phase, there are no additional documents that can be requested for this publication and the forms and information provided under subreport (short assignment and feasibility study).

Within the framework of the present order, the existing feasibility study on the possible energy supply of the Festhalle and other buildings shall be reviewed and continued. In addition, the infrastructural planning (supply and disposal of the property) should also be processed (cost group 200).

Other services to be awarded are not part of the present invitation to tender and will be awarded separately. Three further contracts will be awarded in parallel to the present order:

1) architectural services (object planning) according to § 34 HOAI for the new construction of the festival hall in Saarwellingen (Lph 1-9);

2) Planning services for structural design according to § 51 HOAI for the new construction of the Festhalle in Saarwellingen (Lph 1-6), and 3.) Project management services.

Double applications within the framework of the present invitation to tender for the contract to be awarded Planning services of the technical building equipment are not permitted. Multiple applications under this invitation to tender by individual candidates or by individual members of an applicant association may lead to the exclusion of all the offers concerned, if the candidate, the grouping or the competing member companies or groups concerned are unable to prove that the offers in question were drawn up independently of each other.
