The Assignment includes a Public Program and a Private Program that can be described (generally) as follows:

- the Public Programme (site Molencomplex): The Contractor is responsible for the upgrading and redevelopment of the site

Molencomplex.

- the Private Program: The Contractor will be responsible for the development of the following sites:

the GC Taeymans Site

The functions that the Taeymans community centre currently houses should be included in the new mill complex (cf. the Public Programme). The GC Taeymans site can therefore be given a new purpose and interpretation.

the Site Rijkswachtkazerne

The Contracting Authority wishes to focus on maintaining the gate function of the Gendarmerie building. Preferably, the former Gendarmerie building is repurposed with a "semi-public" interpretation with respect for the heritage value and the image-defining character of the building. An interpretation with accommodation to support tourism and activity in the municipality is seen as an asset.
