The subject of the contract is the provision of postal services to 6 units of the Municipality of Częstochowa in 2024.

The scope of the order:

(a) the provision of postal services consisting of the reception, movement and delivery of postal mail in all categories of weight;

(b) the provision of complementary services to registered consignments;

(c) return of consignments recorded after the possibility of their delivery to recipients has been exhausted.

THE SUBJECT MATTER OF THE CONTRACT AND ITS SCOPE.

The subject of the contract is the provision of postal services to 6 units of the Municipality of Częstochowa in 2024.

1. Scope of the order:

(a) the provision of postal services consisting of the reception, movement and delivery of postal mail in all categories of weight;

(b) the provision of complementary services to registered consignments;

(c) return of consignments recorded after the possibility of their delivery to recipients has been exhausted.

2. 6 units of the Commune will be serviced:

(a) Częstochowa City Office (UM Częstochowa);

(b) County Labour Office in Częstochowa (PUP Częstochowa and Municipal Work Centre Koniecpol);

c) Municipal Centre for Social Assistance in Częstochowa (MOPS);

d) Municipal Road Management Board in Częstochowa (MZD);

(e) Częstochowa Benefits Centre (CCŚ);

f) Centre for Municipal Services in Częstochowa (CUK).

3. The units of the Municipality of Częstochowa referred to in point 4.2 are located at the following addresses:

a) Częstochowa City Hall,

b) District Labour Office in Częstochowa,

Karola Szymanowskiego 15, 42-217 Częstochowa;

c) Municipal Labour Centre in Koniecpol,

Rzeczna 29, 42-230 Koniecpol;

d) Municipal Social Welfare Center in Częstochowa,

Polska Organizacja Wojskowej 2, 42-217 Częstochowa;

e) Municipal Road Administration in Częstochowa,

Legionów 52, 42-202 Częstochowa;

f) Częstochowa Benefits Centre,

Jana III Sobieskiego 15, 42-217 Częstochowa;

g) Municipal Services Centre in Częstochowa,

Feliksa Nowowiejskiego 10/12, 42-217 Częstochowa.

4. Expected amount and type of correspondence that will be sent jointly from the above-mentioned units of the Municipality in the period from 1 January to 31 December 2024:

a) registered parcels sent to the city of Częstochowa (local) up to 500 g, including timely parcels – 254,923 pcs.;

b) registered parcels sent outside the city of Częstochowa (long-distance) up to 500 g, including time-limited parcels – 70,285 pcs.;

c) unregistered shipments to the city of Częstochowa (local) up to 500 g, including time-bound shipments – 26,289 pcs.;

d) unregistered shipments sent outside the city of Częstochowa (long-distance) up to 500 g, including timely shipments – 10,502 pcs.;

e) confirmation of receipt of the parcel sent to the city of Częstochowa (local), including confirmation of receipt for timely shipments – 251,838 pcs.;

f) confirmation of receipt of the shipment sent outside the city of Częstochowa (out-of-town), including confirmation of receipt for timely shipments – 64,853 pcs.;

g) foreign registered consignments up to 50 g to Europe – 1,062 pcs.;

h) unaddressed prints for the city of Częstochowa up to 20 g – 100,000 pcs.;

(i) domestic and foreign courier consignments, as required;

(j) postal parcels, as required;

k) return of registered parcels Format S up to 500g after exhausting the possibility of their delivery to the addressees – without ZPO – as needed;

l) return of registered mail Format S up to 500g after exhausting the possibility of their delivery to the addressees – from ZPO – as needed.

5. During the performance of the contract, the contractor must have at least one facility in each district of Częstochowa (or a district adjacent to a given district) and at least one facility in Koniecpol.

If the post office is located in a premises where other business activities are carried out, it must have a separate customer service desk for postal services.
