Motivation for merging the above commands

Given the size of the assignment and the size of Van Hall Larenstein, it is preferable to reduce the number of suppliers (from control and invoice flows). Being able to approach ICT hardware issues in an integrated manner is also a major reason for bringing everything into one supplier.
