Genesis Housing Association ('GHA') is seeking to award a contract for the provision of Insurance services. The Contracting Authority is seeking to procure its 'Insurance services' which may involve insurance broking, insurance underwriting or a combination of both. The term is intended to include the arrangement, placing and administration of insurance policies, as well as claims settlement and administration, risk management services and any other insurance related services. It is intended to let the contract for an initial period of 3 years, subject to the maintenance of any relevant Long Term Agreements or Undertakings, and with the option to extend by up to 2 years in 1 or more contract extension, again subject to no prior breach of LTA/LTU and no other contravention of procurement law. This is a contract being procured via the negotiated procedure in accordance with regulation 17 in the circumstances referred to in regulations 13, as implemented by the UK Public Contracts Regulations 2006 (S.I.2006 No:5 as amended) (the 'Regulations').
The process will be conducted in 2 stages. The first stage, which is the request to participate, will involve submission of a response to this Pre-Qualification Questionnaire (PQQ) and, from the responses submitted, GHA will select potential providers to take part in the second stage, the Invitation to Negotiate (ITN).
The purpose of this review is to consider carefully all the available risk transfer options which might be viable for GHA. This means that the eventual assessment of the tenders and the negotiation process will be structured to give proper consideration to the potential benefits of such arrangements which might outweigh initial cost disadvantages, or other characteristics which may not present in conventional insurance arrangements in the sector. Further details of the assessment criteria will be given to candidates who are successful in reaching the ITN stage of the process.
