Supply and installation of the national network COCCON-Spain for the monitoring of greenhouse gases, within the framework of the Recovery, Transformation and Resilience Plan (PRTR)

The purpose of the procurement file is the acquisition and installation of all the equipment and material necessary for the implementation of the national network COCCON-Spain, as well as the associated services that are associated with the creation, development and maintenance of the Center for Operation, Generation and Exploitation of Products (COGEP) of the national network COCCON-España.La State Meteorological Agency (AEMET) is a public body regulated in Law 28/2006, of July 18, of State Agencies for the improvement of public services, attached to the Ministry for the Ecological Transition and the Demographic Challenge through the Secretary of State for the Environment, which assumes all the competences of the former National Institute of Meteorology (INM), directive center of the General State Administration, with more than 140 years of history. The purpose of AEMET is the development, implementation, and provision of meteorological services under the competence of the State and support for the exercise of other public policies and private activities, contributing to the safety of people and property, and to the welfare and sustainable development of Spanish society. The implementation of a national system for the monitoring of atmospheric concentrations of greenhouse gases in Spain (through the national network COCCON-Spain) is part of the project to modernize observation networks and digitize production processes for the development of intelligent meteorological services in a context of climate change (C05. I03. P51), which is part of the PRTR of the Government of Spain, to be financed with the funds approved by the European Council on 21 July 2020, to face the consequences of the international pandemic caused by COVID-19. This action represents a substantial improvement of the existing national information systems of atmospheric chemical composition, incorporating ECVs essential for the monitoring and study of the climate system and the prevention of climate risks, as well as to feed the dynamic and statistical numerical models that generate the projections, in the future, of climate change. Improving our current knowledge of GHG sources and sinks in Spain has direct implications for the development and establishment of national climate change mitigation and adaptation strategies.
