The subject of the contract is the collection and management (through thermal transformation or recovery process R12) of waste with code ex19 12 12 (oversieve), derived from mechanical treatment of municipal waste, including bulky waste, not having the character of hazardous, inert or biodegradable waste.
1. The subject of the contract is the collection and management (by thermal transformation or recovery process R12) of waste with code ex19 12 12 (oversieve), derived from mechanical treatment of municipal waste, including bulky waste, not having the character of hazardous, inert or biodegradable waste.
2. The amount of waste with code ex19 12 12 (overstrainer) from mechanical treatment of municipal waste intended for reception and management under the basic contract is 2,000 Mg.
3. The Ordering Party has no influence on the size of the waste stream received, due to the high variability of this stream. In the event of an increase in the waste stream, the Contracting Authority allows the use of the option referred to in Article 441 paragraph 1 of the Public Procurement Law, consisting in increasing the amount of waste with the code ex19 12 12 (oversieve) intended for collection and management by an additional amount of 4,000 Mg.
4. Taking into account the above, the total amount of waste to be received and managed is 6,000 Mg, including: for the basic order: 2,000 Mg and for the order under the option: up to 4,000 Mg.
5. Waste will be offered in the form of: in bulk. The Contractor will collect the above-mentioned waste from the Contracting Authority from the installation: Municipal Waste Disposal Plant (ZUOK), Lubelska 53, 10-410 Olsztyn.
6. Waste collected from the Ordering Party will be managed through its thermal transformation or R12 recovery processes. The contractor may perform the above-mentioned rainfall management independently or through other entities with appropriate permits (subcontractors). The Contractor shall then bear full responsibility towards the Contracting Authority for ensuring the above permitted waste disposal (R1, D10 or R12).
7. Information on the Ordering Party's technological line
The technological process carried out at ZUOK Olsztyn is based on mechanical and biological technology, including biodrying of municipal waste and its subsequent mechanical sorting in order to prepare and purify fuel from waste. The waste offered as part of the order is a light fraction from the fuel production line. The light fraction of waste is plastic, waste paper, rubber, textiles, wood, biodegradable waste. Due to the nature of municipal waste and its significant morphological variability, the presence of glass and metals in the light fraction produced cannot be excluded. Due to the fact that the composition of the fraction depends on the morphology of waste imported into ZUOK, the above-mentioned composition is only indicative and cannot be the basis for claims against the Ordering Party.
8. Main characteristics of the waste to be contracted:
a. calorific value: min. 14.000 kJ/kg,
b. humidity max 20%,
c. bulk density approx. 100-260 kg/m3,
d. granulacja 0-150 mm,
e. the process of producing the fraction does not ensure its complete purification of impurities (glass, metals, stones, other heavy fraction),
9. The Contractor shall ensure constant collection of waste in accordance with the needs of the Contracting Entity, taking into account in particular:
a. number of vehicles collecting waste: 0-15 pcs./d;
b. Preferred vehicle type: movable floor about 90m3
c. possibility of collection 5 days a week in hours: from Monday at 6:00 to Saturday at 5:30.
11. Due to the fact that the Ordering Party has no influence and is not responsible for the quantities of waste sent to its installations and their quality, they are not guaranteed by the Ordering Party.
12. For settlements between the Parties, the amount of waste collected will be determined according to the measurement on the electronic truck scale of the Ordering Party.
13. The transfer of waste will be confirmed by means of a waste transfer card – in accordance with applicable regulations.
