Winter maintenance of sidewalks, pedestrian routes, pedestrian and bicycle routes and parking lots in the municipality of Pruszcz Gdański in the seasons 2022/2023 and 2023/2024

The subject of the contract is the provision of services in the field of winter maintenance of sidewalks, pedestrian routes, pedestrian and bicycle routes and parking lots in the municipality of Pruszcz Gdański in the winter season 2022/2023 and 2023/2024.

Winter maintenance of sidewalks, pedestrian routes, pedestrian and bicycle routes and parking lots in the upland part of the municipality.

1. The subject of the contract concerns objects listed in the material and quantitative scope (Annex 12 to the SWZ) and includes in particular:

1) snow removal of sidewalks, pedestrian routes, pedestrian and bicycle routes and parking lots using trampled motor vehicles, tractors, dozers or other light type machines adapted to the above-mentioned works,

2) combating, preventing and eliminating slipperiness of pavements, pedestrian routes, pedestrian and bicycle routes and parking lots using a mixture of natural aggregates (sand) with a grain size of up to 4mm with road salt (content of at least 90% sodium chloride NaCl), with a weight composition of 80% aggregate + 20% salt, in the amount of 240g of the mixture per 1 m2, using sprinklers or agricultural spreaders of light type,

3) snow removal with simultaneous control, prevention and elimination of slippery pavements, pedestrian routes, pedestrian and bicycle routes and parking lots using a mixture of natural aggregates (sand) with a grain size of up to 4mm with road salt (content of at least 90% sodium chloride NaCl), with a weight composition of 80% aggregate + 20% salt, in the amount of 240g of mixture per 1 m2, trampled motor vehicles or tractors of the drug type additionally equipped with sprinklers or agricultural spreaders light type,

4) preparation of the mixture in the composition and quantities referred to in points 2 and 3 from own materials, storage of the mixture and its loading,

5) combating, preventing and eliminating slippery pavements, pedestrian routes, pedestrian and bicycle routes and parking lots using only road salt (content of at least 90% sodium chloride NaCl), in particularly dangerous places (intersections, steep climbs, bends, curves, etc.),

6) The services referred to in points 1, 2, 3 and 5 on fragments of pavements, pedestrian routes, pedestrian and bicycle routes and parking lots inaccessible to mechanical equipment shall be performed by the manual method. The Contracting Authority assumes that the implementation of works in this way will concern about 15% of the entire area provided for winter maintenance in this tender procedure.

2. The Ordering Party provides for the use by the Contractor as a material for removing winter slipperiness - a mixture of sand with road salt, where the mixture will contain at least 20% road salt. The acquisition and storage of materials for the removal of winter slipperiness is the responsibility of the Contractor. The terms listed above mean:

- sand – natural aggregate with a grain size of up to 4 mm,

- road salt – should contain at least 90 % sodium chloride NaCl,

- winter slipperiness – a phenomenon occurring on roads due to the formation of a layer of ice on the surfaces or glaciated ice or compacted snow.

3. Winter maintenance of sidewalks, pedestrians, pedestrians and bicycle routes and parking lots will be carried out 24 hours a day on all calendar days. The Contractor is obliged to maintain constant technical readiness and provide services throughout the term of the contract.

4. During the term of the contract, the Contractor shall provide round-the-clock telephone communication to two telephone numbers, enabling the call to perform the subject of the contract.

5. These works will be carried out depending on the needs of the Ordering Party. The Contracting Authority shall pay the Contractor remuneration only for the services actually performed.

6. The subject of the contract should be performed in accordance with the provisions of the SWZ, in accordance with the proposed provisions of the public procurement contract (Annex 1 to the SWZ) and the offer submitted by the Contractor in the procedure.

7. The terms and deadlines for the implementation of individual works and the terms of payment are specified in the draft contract.

8. Pursuant to Article 95(1) of the Public Procurement Law, the Contracting Authority requires the Contractor or a subcontractor to employ persons performing activities in the scope of the performance of the contract, consisting in driving vehicles, snow removal, sprinkling, snow removal and sprinkling.
