The aim of the procurement is to enter into a framework agreement with a tenderer that covers NSM's need for assistance with planning and holding major events with primarily external participants. This particularly concerns NSM's annual security conference that is held in the centre of Oslo in March, with approx. 700-800 participants.

The security conference is NSM's most important professional exposure arena, and the conference has acquired a reputation as the branch's most important meeting place.

The conference has been held digitally in the last two years. From 2023, the aim is to offer a physical conference again, combined with digital transmission.

The security conference is the annual main event for NSM. In addition two to five other events have been held annually where we could use event services for all or parts of the event.

NSM will, in the announced contract period, be the contract party in the framework agreement for the defence sector for courses and conference services. NSM will, as far as it is practically possible and it covers NSM's needs, use this contract when choosing premises for its events. The framework agreement for the defence sector for courses and conference services does not include event agency services.

NSM currently has a separate contract with an external provider for security at the security conference. The chosen tenderer will be expected to cooperate with this on, amongst other things, registration and other security set-ups. Attention is drawn to the fact that the security arrangements for the conference will be seen to by the existing provider in close cooperation with NSM's own professionals and the project manager for the chosen tenderer of the event agency service. This will also apply for any other events.

NSM has, based on professional assessments and criteria for the location, suitability, size, etc., considered many locations in the centre of Oslo. At the moment, the premises of Oslo Kongressenter are the only premises in the centre of Oslo that cover NSM's needs and are suitable for an event such as NSM's security conference: Suitable premises for 700 participants and, as a minimum, the possibility for three parallel tracks for a total of 700 persons in one and the same building in the centre of Oslo.

NSM has reserved Oslo Kongressenter for the security conference 2023.

NSM expects that more suitable locations in the centre of Oslo will be available during the contract period that fulfil NSM's requirements and needs for a location for the security conference.
