The subject of the contract is the selection of Financing Partners (PF) providing services to the Contracting Authority consisting in the management of a specific fund created to grant preferential loans for education under the project "Bet on development – European loans for education" under the European Funds for Social Development Programme 2021-2027 Lending. The services which are the subject of the contract will be provided in accordance with the principles set out in the Draft Provisions of the Operating Agreement (hereinafter referred to as the "PPU" or the "Operating Agreement"). A detailed description of the subject matter of the contract can be found in the Terms of Reference and Appendices to the Terms of Reference, including in particular the PPU and the OPZ.

Part I – nationwide – covers the entire country, i.e. 16 provinces – provision of services to the Contracting Authority consisting in the management of the detailed fund in the amount of PLN 25,200,000.00 and realisation of the ratio of loans granted under the Project for education in the number of 1962; as part of this part of the contract, the Contractor will be required to achieve the result indicator defined as the number of adults who have acquired qualifications after completing the programme in the number of 1219

Part II - North-Eastern Macroregion comprising the following voivodeships: Warmińsko-Mazurskie, Podlaskie, Mazowieckie and Łódzkie Voivodeships - provision of services to the Contracting Authority consisting in the management of the detailed fund in the amount of PLN 9,450,000.00 and implementation of the ratio of education loans granted under the Project in the number of 736; as part of this part of the contract, the Contractor will be required to achieve the result indicator defined as the number of adults who have acquired qualifications after completing the programme in the number of 457.

Part III – North-Western Macroregion comprising the following voivodeships: Pomeranian, West Pomeranian, Kuyavian-Pomeranian, Greater Poland – provision of services to the Contracting Authority consisting in the management of the detailed fund in the amount of PLN 9,450,000.00 and realisation of the ratio of education loans granted under the Project in the number of 736; as part of this part of the contract, the Contractor will be required to achieve the result indicator defined as the number of adults who have acquired qualifications after completing the programme in the number of 457.

Part IV – Southern-Eastern Macroregion comprising the following voivodeships: Świętokrzyskie, Małopolskie, Podkarpackie, Lubelskie – provision of services to the Contracting Authority consisting in the management of the detailed fund in the amount of PLN 9,450,000.00 and realisation of the ratio of loans granted under the Project for education 736; as part of this part of the contract, the Contractor will be required to achieve the result indicator defined as the number of adults who have acquired qualifications after completing the programme in the number of 457.

Part V – South-Western Macroregion – comprising the following voivodeships: Lubuskie, Dolnośląskie, Opolskie, Śląskie – provision of services to the Contracting Authority consisting in the management of the detailed fund in the amount of PLN 9,450,000.00 and realisation of the ratio of education loans granted under the Project in the number of 736; as part of this part of the contract, the Contractor will be required to achieve the result indicator defined as the number of adults who have acquired qualifications after completing the programme in the number of 457.
