Dudley CCG seeks to commission the following:
An Urgent Care Centre (UCC) at the front door of the Russells Hall Hospital Emergency Department (ED) open 24 hours per day, 365 days per year to include nurse led triage / streaming (all ambulatory and ambulance conveyed patients; exception given for resuscitation and major trauma patients who will be streamed directly to ED).
Primary Care Assessment and Treatment within the UCC provided by nurses and GPs
GP out-of-hours home visiting service (Dudley registered patients only).
GP out-of-hours face to face consultation service (Dudley registered patients only)
This procurement will result in changes to the existing urgent care landscape with the decommissioning of the Dudley Walk in Centre based at Holly Hall Clinic. The overarching aim is to deliver a more streamlined and integrated face-to-face urgent care services so that patients are seen by the right professional, at the right time, in the right place.
The expected activity for the UCC in year 1 is circa 170 000 attendees. Of this total, activity modelling shows that the maximum number of patients requiring primary care assessment and treatment to be approximately 110 000.
The rationale for procuring these services together is that the UCC will be the clinical and managerial hub for all service elements listed above to ensure robust governance arrangements, as well as ensuring the efficient and flexible deployment of resources. Dudley Group Foundation Trust (DGFT) are the lead for the premises solution for the UCC. All associated costs involving refurbishment / alterations to the existing estate are the responsibility of Dudley CCG and DGFT. It is anticipated that the contract will be awarded as a standard NHS Contract with an initial term of 5 years (subject to derogation) with a possible extension of a further 2 years subject to negotiation. Payment for the contract is expected on a block basis.
The start date of 1.4.2015 is subject to the premises being in place and available. This date is purely an estimate at this point in time. The mobilisation timetable will be confirmed further into the process and prior to contract signature.
The estimated spend per annum is 3 000 000,00 GBP with an estimated total for the initial 5 year term of 15 000 000,00 GBP.
