The object of the contract is the introduction of a new data platform at Fulda Hospital with system service over five years on the basis of an EVB-IT system contract.

The Fulda Clinic (FD for short) is planning to procure a new data platform (DP for short). The DP can be seen as part of a central interoperability platform and will be a novelty at the KFD. The objectives of the new DP are to:
+ Implementation of a central system for the provision of information from all relevant sources of the KFD and all associated institutions (MVZ Osthessen, Klinikum Gersfeld, cooperating hospitals in the region) as well as external services (such as the TI). Ensuring searchability, findability and the ability to display all existing information in a central location, regulated by an appropriate authorization concept.
+ Creation of high-quality data through syntactic and semantic coding/interoperability.
+ Provision of one (or more) IHE XDS-compliant repositories and registries for the storage and registration of all clinical information with treatment context.
+ Ensuring a uniform cross-institutional uniqueness of patient IDs (Master Patient Index).
+ Future-oriented alignment through the use of modern transmission standards and interfaces (e.g. HL7 FHIR). At the same time, ensuring backward compatibility of the systems for the seamless integration of existing systems.
+ Provision of a front end for high-performance, intuitive, complete and error-free information provision for the clinical treatment team in the form of a central app (=universal viewer).
+ Support of all clinically relevant information objects by the universal viewer, which must meet the requirements of a modern app, an HTML5-based, responsive web interface and/or a classic MS-Windows client, which can be provided via Citrix on mobile devices.
+ Use of the system for medico-legal long-term archiving for selected information objects.
The following project scope is planned for the implementation of the data platform:
+ The solution to be procured should be usable clinic-wide and in selected offices for the entire clinical treatment team.
+ Technical support through the system to be procured of existing processes or processes newly designed within the framework of the projects has been implemented.
+ The project is completed as soon as all selected application systems have been connected to the system according to the requirements and the solution is used regularly and primarily for the intended purpose by the intended group of users.
+ The new DP is scheduled to go live in Q4/2024 at the latest.
The supplies and services required for the introduction of the overall DP system are put out to tender as a contract for work and services (EVB-IT system contract). In addition to all the services required for the creation of the complete DP system, the contract for work and services also includes the associated system services after commissioning. The minimum term of the system service should be five years and it should be possible for the client to extend it at least once by two years.
The project is largely financed by KHZG subsidies (KHZG = Hospital Future Act), accordingly all requirements resulting from the funding guideline must be met.
