The consultation is the subject of a single batch for the following reasons:

Article L2431-1 of the Public Procurement Code specifies that "the project management mission is a global mission that must make it possible to provide an architectural, technical and economic response to the program defined by the contracting authority for the realization of an operation". Thus, a devolution into separate lots for that type of assignment would be liable to restrict competition and would risk making it technically difficult and financially more expensive to perform the services. This is why the overall project management mission including the basic mission elements within the meaning of the Public Procurement Code will not be split and will be entrusted to an economic operator (in a group of companies if necessary).
