The LZN is responsible for the procurement of goods and services for the direct administration of Lower Saxony (see § 2 of the LZN's operating instructions). With the approval of its supervisory authority, the LZN can take on further tasks for public law users within and outside the state administration of Lower Saxony, as well as for privately owned companies that are fully owned by the public sector (cf. § 3 operating instructions).

In this area of responsibility, the order includes the conclusion of a framework agreement with a company (Section 21 VgV) for the delivery of batteries.

All offices of the immediate state administration of Lower Saxony including the Lower Saxony islands and the police stations of the state of Thuringia are authorized to access the information.
