This framework agreement concerns the provision of a professional mobile radio telecom service on the VINCI Autoroutes network via an operated cellular network.
The contract involving the establishment of a framework agreement with purchase orders, with minimum and maximum value, concerns the provision of a professional mobile radio telecom service on a cellular network operated for the operation of the 4400 km of VINCI Autoroutes' motorway network. This service will be dedicated to communications necessary for motorway safety missions (traffic management and winter viability).
The services include the provision of:
• terminals and associated accessories,
• telecom subscriptions allowing priority access to the cellular network operated to guarantee the availability of the service
• specific communication functions such as group calls, individual calls, etc., from mobile or landlines.
The services also include:
• maintenance of terminals and accessories
• maintenance of applications provided by the service provider
• User support
As vinci Autoroutes' entire motorway network must be covered, the service provider may have to carry out additional work to cover its operated cellular network (installation of new broadcasting antennas, for example), on VINCI Autoroutes' infrastructures or not.
The professional mobile radio telecom service must have a very high level of availability on VINCI Autoroutes' entire motorway network, and in particular allow, within the meaning of the 3GPP standard, the prioritisation of VINCI Autoroutes calls over any other users of the communication network.
Around 2,000 subscriptions, terminals and radio applications are to be supplied to VINCI Autoroutes' motorway concession companies.
In their offer, candidates will be required to respond to the following additional service, which the contracting authority reserves the right to order or not when signing the framework agreement: provision of an alternative communication service called "Secours Ultime Voix" whose objective is to compensate for a failure of the main communication system on the operated cellular network.
