Bergen kommune, Etat for utbygging [Bergen kommune, the Agency for Development] invites service providers to a competition for a framework agreement for independent inspections in accordance with the regulations in the Planning and Building Act and associated regulations. Etat for utbygging [the Agency for Development] wants to use the competition to enter into parallel framework agreement with various inspection companies.
Etat for utbygging [the Agency for Development] undertakes the builder function for municipal construction projects related to schools and nursery buildings, nursing homes, the fire and chimney sweeping service, arts buildings, sports buildings and administration buildings. This applies to both module buildings and built on site buildings.
According to the The National Planning and Building Act (Norwegian: PPL) § 24-1 and § 24-2, independent inspection of building applications is obligatory. The contracting authority primarily needs to enter into an agreement with an enterprise that can implement independent inspection of engineering design and execution for the inspection areas of geotechnics, structural safety, building physics and fire protection.
The framework agreement can also be used for inspection assignments that are not included in the requirements in the legislation. The prospective need will be clarified and described in each individual call-off.
The contract also applies for: Etat for boligforvaltning (EBF) [the Agency for Housing Management], that will also undertake call-offs on this contract.
