The subject of the contract is the provision of services in the field of collection and management of municipal waste: mixed and selectively collected from residential real estate in the Municipality of Inowrocław, the Selective Municipal Waste Collection Point in Kruśliwiec and uninhabited real estate.
Detailed parameters of the subject of the contract are included in Annex 7 to the content of the SWZ (detailed description of the subject of the contract).
The item of the order is divided into parts. The description of the part is specified in Chapter II, point 2 of the SWZ.
collection and management of mixed and selectively collected municipal waste from residential properties in the Municipality of Inowrocław in the period VII.2023-VI.2025The service will be provided within 24 months, i.e. in the period VII.2023 – VI.2025
The estimated number of residents served is 11,000 people. The area of Inowrocław Commune: 171.05 km².
The service must be performed in a way that ensures the achievement of the offered levels of recycling, preparation for re-use and recovery by other methods (including entities collecting municipal waste constituting fractions of municipal waste: paper, metals, plastics and glass) and reducing the weight of biodegradable municipal waste sent to landfill, in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities, provisions of the Waste Management Plan, adopted by the Resolution of the Kujawsko-Pomorskie Regional Assembly with attachments and local regulations, mainly the Regulations for maintaining cleanliness and order in the Inowrocław Commune.
The Contractor will settle monthly accounts with the Contracting Authority in the scope of payment for the service, which will be the sum of the products of the mass of collected waste and the price for collection and management.
The scope of the object of the contract includes the collection of the following types of waste from the property owners from the municipality of Inowrocław
• mixed (residual) municipal waste - in any quantity,
• paper and cardboard - in any quantity,
• glass - in any quantity,
• plastics, metals and multi-material packaging - in any quantity,
• biowaste - in any amount (some residents have home composters),
The actual amount of waste will be known as a result of accomplishing the task. The amount of municipal waste detailed later may depend on the time of year and is estimated.
Within the municipality of Inowrocław, there are mostly single family houses, some of the inhabitants live in multi-scale buildings administered by housing communities and housing cooperatives, among others.
Exact data will be provided to the Contractor together with a detailed list of addresses after the conclusion of the contract within 30 days before the start of the contract.
The number of properties from which municipal waste will be collected may change – a change in the route should be taken into account – a change in the number of addresses and route does not change the value of the service.

collection and management of municipal waste collected selectively from the Selective Municipal Waste Collection Point in Kruśliwiec in the period VII.2023-VI.2025The service will be provided within 24 months, i.e. in the period VII.2023 – VI.2025
The Point of Selective Collection of Municipal Waste is located in Kruśliwiec at No. 12 next to the Municipal Municipal Plant. The Contractor is obliged to collect and manage the waste collected in it in the period VII.2023 - VI.2025.
Contractors must meet the following conditions:
a) waste collection must take place during the opening hours of the Point, i.e.:
• Monday to Friday: 8.00 – 15.00, additionally on Mondays and Wednesdays until 18.00
• Saturdays 9.00 – 13.00
b) The Contractor has or will have on the day of commencement of the provision of the subject of the contract current permits, m.in.:
• proper entry in the BDO register,
• ADR for the transport of hazardous waste.
1) Types of waste to be collected from PSZOK:
• batteries and accumulators,
• consumed electrical and electronic equipment,
• brick and/or concrete rubble,
• worn tyres,
• Biodegradable waste,
•ash
• bulky waste, including furniture,
• textiles and clothing,
• paper, cardboard,
• metal,
• Plastics,
• glass,
• waste not eligible as household medical waste as a result of injecting medicinal products and monitoring the level of substances in the blood, in particular needles and syringes.
2) PSZOK is equipped with:
• containers or containers of appropriate size for waste belonging to the following categories: waste electrical and electronic equipment, regarding the intake of medicinal products, expired medicines and chemicals, waste batteries and accumulators,
• containers or open containers of an appropriate size for waste of the other categories mentioned above,
• legalized trade scales.
It is allowed that when rotating containers, the Contractor substitutes its own containers.
3) The Contractor is obliged to weigh the accepted waste and keep records in BDO.
4) The Contractor shall keep a register of collected waste and obtain information on the method of their further use, method of recycling or recovery and shall present it to the Contracting Authority by 15 January after the reporting year.
(5) The contractor is obliged to transfer to installations with appropriate permits, in accordance with the waste hierarchy.
(6) All waste that can be reused, recycled or recovered shall be used in R3 and R5 processes, and ultimately in other processes where justified. Relevant information in this respect should be included in monthly and annual reports. In the case of less waste, quarterly reports are allowed.
The Contracting Authority has its containers (36 m3 and 7 m3), but permits the possibility of substituted containers by the Contractor to optimize the transport of waste, or to facilitate the receipt of containers adapted to the rolling stock.
The Contractor shall be obliged to transfer the received municipal waste to the recovery plant (as a last resort of disposal), guided by the law of 14 December 2012 on waste, hierarchy of ways to handle waste and provide evidence to the Contracting Authority confirming the execution of these actions — up to the 10th day after the given month.
The contractor is obliged to have an entry in section VII of the Database on products and packaging and on waste management (BDO) and a permit to perform the occupation of a road transport operator – a copy must be submitted.
The transport of hazardous waste is subject to the provisions of the Carriage of Dangerous Goods Act and in some cases ADR.

collection and management of municipal waste from uninhabited areas at the request of the Municipality of Inowrocław in the period VII.2023-VI.2025The service will be provided within 24 months, i.e. in the period VII.2023 – VI.2025
The Contractor is obliged to:
• achieving the levels of recycling or preparation for re-use declared in the offer. The calculation methodology results from the relevant regulation of the Minister of Climate and Environment;
• limiting the weight of biodegradable waste sent to landfill in individual years in the amounts required by the regulation of the competent Minister. The Contracting Authority will account for the Contractor's levels of reduction of the weight of biodegradable waste transferred to storage in individual years, in accordance with the methodology described in the regulation in force in a given accounting year.

collection and management of municipal waste – mixed waste collected in containers and collected selectively in a bag system from the Inowrocław Commune Office in the period VII.2023-VI.2025The service will be provided within 24 months, i.e. in the period VII.2023 – VI.2025
Entities entered in the Register of Regulated Activities kept by the President of the City of Inowrocław may participate in the proceedings.
The Contractor shall be obliged to have an alert in Division VII of the BDO and an authorisation to pursue the profession of road carrier — a copy must be submitted.
The predicted frequency of reception - not less often than once every two weeks. If necessary, the contractor should be ready for additional exports between regular exports. In addition, on request, the Contractor should provide a service to wash and disinfect containers. The Contractor shall establish with the Ordering Party a timetable for the export of individual waste fractions.
In addition, the Contractor should provide the possibility of leasing the containers.
Segregated waste:
• pcs., metals and multinerial waste will be collected in a 1100 litre yellow container
• waste paper will be collected in a blue container with a capacity of 1100 l,
• Glass waste will be displayed in a green bag with a capacity of 80 l. When collected, leave the bags equal to the bags of the received biowaste will be collected in a 80 litre brown container.
The Contractor shall be obliged to transfer non-segregated, mixed municipal waste to the relevant Municipal Installation and segregated waste and residue from the segregation of municipal waste intended for storage to appropriate installations, in accordance with the hierarchy of handling waste. The Contractor shall be required to provide waste at his own expense to the installation provided for replacement service in the event of a municipal installation failure. Contractor's vehicles shall be provided with a vision monitoring system.
Receipts must comply with the Resolutions of the City Council ws. Regulations of maintenance of cleanliness and order in the City of Inowrocław and on determining the detailed manner and scope of the provision of services for the collection of municipal waste from property owners and the development of such waste.
