The contracting authority is the organizer of childcare for babies and toddlers (group care) in various municipalities in Flanders and Brussels. She currently operates childcare in Ostend in buildings located at 8400 Ostend, Elisabethlaan 252 and Ooststraat 50 and 53C.
This assignment concerns a design assignment for the realization of a new-build daycare center in Ostend, to replace the existing buildings mentioned above. The new-build daycare center must be equipped for 94 childcare places.
The new day-care center will be built on land located at the Mispelplein in Ostend, more specifically part of a plot known to the land registry in the ninth department, section B with number 476S2, as will be further indicated in the specifications.
The construction program will be described in more detail in the specifications.
The design assignment concerns a complete assignment, including: architecture, stability study, study of the special techniques, including all connections to be realized, study of the layout of the outdoor space and the greenery, integration of art, EPB reporting and safety coordination (loose equipment and furniture does not belong to the assignment). The assignment will therefore be realized as a whole; whereby it is the task of the architect to collect, check and merge all useful and / or necessary data in the context of the assignment into a coherent whole of the contract documents.
The assignment comprises the following phases:
- consultations, discussions and meetings,
- preliminary design,
- environmental permit application file,
- application file for obtaining a new-build investment subsidy from the Flemish Infrastructure Fund for Personal Affairs (VIPA) for the new-build daycare center,
- registration file for the works,
- tendering of the works, including implementation plans and details,
- review of tenders and drawing up the award report,
- control of the execution of the works,
- provisional acceptance,
- approval of the final statement,
- final delivery.
