The target of the procurement is handheld blood gas analyzers.
Analyses carried out with blood gas analyzers in laboratories and laboratory-supported treatment units (e.g. neonatal intensive care, emergency rooms and ambulances) when, due to the nature of the operation, easily movable, lightweight hand-held devices are required.
The acquisition is divided into three subdivisions:
-Area 1: Handheld blood gas analyzer and reagents and controls related to its function
-Lot 2: Reagents and accessories for existing iSTAT equipment
-Section 3: Reagents and accessories for existing Epoc equipment
In subdivision 1, the contract period is two years for a fixed term, after which the possibility of one two-year option period is reserved.
In subdivisions 2 and 3, the contract is concluded for a fixed term of four (4) years, after which it is valid until further notice. The products of subdivisions 2 and 3 are necessarily needed for this purpose. the use of equipment, which is why the contracting entity has a pressing need for it for a longer contract period. The agreement will be terminated at the latest when the existing equipment base is decommissioned. Subdivisions 2 and 3 are conditional on the performance of the agreements. The terms and conditions are explained in more detail below in the invitation to tender.
The object of procurement is also the possibility to purchase additional equipment, as defined below.
This is a joint acquisition, the parties to which are described in this call for tender below. The abbreviation “subscriber” is used for the parties involved in this RFQ.

Sub-area 1, Handheld blood gas analyzer and its function reagents and controlsThe target of the procurement is a light handheld blood gas analyzer and its analysis in laboratories and treatment units supported by the laboratory laboratory, when easily movable equipment is needed due to the nature of the operations. In addition, the procurement includes all the test reagents, controls and accessories necessary for the operation of the analyzer.
The analytes which at least the device must be available:
aB/vB-pH, aB/vB-pCO2, aB/vB-pO2, P -K, P -Na, P -Ca-ion, P -Gluk, P-Cl, fP-lactaate, P-urea, P-Krea, Hb ja HKR.
In addition to the analyzer itself, the package includes accessories and features,
which are specified in more detail in the criteria of the object of procurement.
The items of purchase also include other accessories and accessories that are not necessary, but may be needed for the use of the equipment and that can be:
procure the draft contract and in accordance with the quantities required during the contract period.
The purchase volumes of these supplies are negligible or the purchase price is so low,
that they do not exceed the threshold for national procurement. Of these, a price list is requested
in the invitation to tender.

Customers of the Diagnostic Center's POC testing unit are eligible to order products that are the subject of this agreement. Customers order the reagents they need themselves from the HUS ordering system at the prices specified in the bid of the winning bidder in this tendering process. HUSLAB defines for the provider the customers with whom HUSLAB has a POC support agreement. HUSLAB orders the equipment and delivers it to its customers.
Municipalities in HUS's operating area: Askola, Espoo, Hanko, Helsinki, Inkoo, Karkkila, Kauniainen, Kerava, Kirkkonummi, Lapinjärvi, Lohja, Loviisa, Porvoo, Raasepori, Sipoo, Siuntio, Vantaa, Vihti and Keusote (Hyvinkää, Järvenpää, Mäntsälä, Pornainen, Nurmijärvi, Tuusula) and Espoo New Hospital.
The municipalities in Kymsote's operating area are Hamina, Kotka, Kouvola, Miehikkälä, Pyhtää and Virolahti. The municipalities in Eksote's operating area are Lappeenranta, Lemi, Luumäki, Imatra, Parikkala, Rautjärvi, Ruokolahti, Savitaipale and Taipalsaari.
In addition, ISLAB Welfare Group is entitled to order products and deliver them to its customers.

The Customer selects three (3) contract suppliers for this area with whom it will conclude a contract. Products are ordered according to the priority order of the selected Suppliers, which is described in more detail in the section "Other information/Total amount or scope".
According to the adjudicating entity's assessment, the range should thus cover the individual needs of the entities using the products. If the number of successful tenders is not reached, the contracting entity may select all the tenders accepted.
The actual contract period is estimated to start on 1.3.2023. The contract period is two (2) years. It may be extended for one (1) two (2) year option period, in which case the Subscriber will notify the contracting parties before the end of the actual contract period. The subscriber reserves the right to exercise the option only for part of the object of the contract.
Subdivision 2, Reagents and Accessories for Existing iSTAT EquipmentThe target of the procurement is the reagents and controls required for the iSTAT devices currently in use by the Customer for a transitional period, if the device in question is not selected in subdivision 1.
The HUS Diagnostic Centre and the laboratory-supported treatment units currently use i-STAT 1 and i-STAT Alinity point-of-care analyzers. In this procurement, the equipment to be procured in sub-area 1 will replace the old equipment over time, but the use of old equipment alongside the new ones will continue in accordance with the life cycle of the equipment. The contracting entity invites tenders for supplies required for the use of old equipment (e.g. test cards and controls).

If a device whose accessories are compatible with the equipment currently in use is selected for section 1, it will have priority and the contracting entity will also conclude a contract for the supplies with the tender given therein. Subdivision 2 will then become superfluous, and in this case there will be no agreement for this subdivision.
