Requirement
Difi (the Agency for Public Management and eGovernment from 2020), co Tilsynet for universell utforming [the Supervisory Authority for Universal Design], has a need for assistance from a project manager in an 80 %-100 % position to lead the IT and professional development project ‘WAD2020’.
The project manager will primarily work in Leikanger, or at a minimum, 40 % during the project period. WAD stands for Web Accessibility Directive and is an EU directive that will be implemented in the Norwegian regulations in 2020 and enforced from 2021.
Background
EU’s web-directive (WAD) will be introduced in Norwegian law from 2021. In order for the Agency for Public Management and eGovernment to be able to enforce the EU requirements from 2021, preparations must take place already in 2020.
WAD involves the following:
— web pages, mobile applications and electronic documents will be designed in accordance with the standard EN501349. The requirements also apply for intra and extranet,
— the business that will uphold the requirements, must have accessibility declarations in the ICT solutions that demonstrate to what degree the ICT solutions are designed in accordance with the requirements. A feedback function will also be facilitated where the users can notify of accessibility challenges in the ICT solutions,
— the Agency for Public Management and eGovernment c/o the Supervisory Authority for Universal Design of ICT will enforce the regulations. Annual monitoring of ICT solutions and controls of accessibility declarations will be implemented. Data and analyses will be reported to EU.
The purpose of the project is to:
1) Develop and roll out a centralised solution for the business’ accessibility declarations, with integrated feedback function. This will provide reduced costs for the businesses and streamline the work with the accessibility declarations;
2) Provide the inspection with cost and purpose efficient methods and tools for selection, testing and other data production, data storage and functionality for analysis and reporting;
3) Improve a data-drive digital inspection, with a foundation that embraces the following elements:
— tools and methods for scalable automated data capture, testing and analysis. Solution for data storage/management. Integration of external data sources and sharing of data,
— process-support for case processing and production management,
— further develop the solution for accessibility declaration and self-checks,
— artificial intelligence module, basis to take in use machine learning/AI.
Orientation of the project:
The primary delivery in WAD2020 is concentrated on point 1 and 2 in the list above. Point 3 is intended as a continuation in the period 2021-2023. WAD2020 will therefore be oriented so that the deliveries support a more long-term transformation to realise a data-driven digital inspection.
Extent and length
The economic scope of the procurement is anticipated to be 2 000 000 NOK excluding VAT with a duration from January and through the year 2020. The contract will be signed for 1 year, with option to extend for 1 year + 1 year + 1 year.
The combined economic scope of the procurement including all options is anticipated to be 8 000 000 NOK excluding VAT.
