KLD would like to enter into a framework agreement for different types of services connected to climate and environment knowledge. The ministry needs inter-disciplinary and inter-sectorial knowledge on climate, the environment, and green changes. This covers all scientific disciplines. The framework agreement will be a supplement to the ongoing and comprehensive knowledge work that is being undertaken in underlying entities, through ordinary research financing and other established channels. We also need different tools and methods in order to be able to use the knowledge quicker in policy development, not least regarding complex and demanding case areas and problems. The framework agreement can cover several types of services, including R&D assignments (SSA-F), assistance (SSA-B), and assignments (SSA-O).

We would like to enter into a framework agreement with one tenderer. In order to cover as much as possible of the ministry's need for knowledge, we would preferably like a combination of cooperating actors (consortium).

The framework agreement will be valid for 2 years from when it is signed. The contracting authority has an option to extend the framework agreement for a further 2 years (maximum 4 years altogether). The economic scope of the framework agreement is estimated to be approx. NOK 7 million a year excluding VAT for the entire contract period (including the option), i.e., NOK 28 million excluding VAT in total.

We would like to enter into a framework agreement with one tenderer. In order to cover as much as possible of the ministry's need for knowledge, we would preferably like a combination of cooperating actors (consortium). The contract will then preferably be signed with one main tenderer, with other actors as sub-suppliers.

The contract is not exclusive and the contracting authority has not procurement obligation. However, as long as KLD's needs come under the framework agreement and the tenderer has the competence and resources to meet them, KLD will apply to use the framework agreement. Only the Ministry of Climate and Environment can make call-offs under the framework agreement.
