The Centre for Integrity in the Defence Sector (CIDS) in Norway works as a consulting body as part of the Norwegian Ministry of Defence. The CIDS' responsibility includes strengthening good governance, creating integrity, and giving advice in key areas to reduce the risk of corruption or other unethical behaviour. The key relevant areas for providing sustained improved governance are: Professionalism and integrity in the civil service, personnel management, conflict of interest, public access to information, procurement as well as procurement that CIDS will carry out in the contract with International Expert on Public Administration on behalf of NOR MOD. NOR MOD will be a contracting party.
CIDS is carrying out a project that is financed by the Norwegian Ministry of Foreign Affairs to strengthen the integrity and good governance in western Balkan countries (Albania, Bosnia, Kosovo, Montenegro, North Macedonia). The project can be expanded to other countries. The contract duration will be the project duration. The project will be evaluated in 2023 for a possible extension for 2024 and 2025. The international expert on public administration , hereafter referred to as the consultant, will provide professional assistance under the management of the contracting authority, hereafter called the assistance.
